Denunciation/ KLSH finds corruption in the Municipality of Fushë

The secretary for legal affairs in DP, Ivi Kaso, has denounced corruption in the municipality of Fushë Arrëzi after an audit done by KLSH in 2019.

Corruption was committed through two tenders for the reconstruction of the school in Iballa and the reconstruction of the high school in the town of Fushë Arrëzi.

KLSH, after findings of violations, requested criminal charges against the two companies that, in cooperation with the officials of the municipality of Fushë-Arrëzi, violated the law.

" Edi Rama's municipalities, which he won without a contest four years ago, are either bankrupt or corrupt. From south to north and from east to west, the local power of the Renaissance, even when it is exercised alone, without obstacles and without institutional control of the opposition, proves that it cannot escape the appetite for theft, and even more greed is added to it.

In an audit conducted by the High State Control in Fushë-Arrëz Municipality in 2019, with the object of activity throughout 2017, and the compatibility of procurements with income for the period 2017-2018, several violations were found.

The two most important ones are a tender for the reconstruction of the school in Iballa and the reconstruction of the high school in the town of Fushë Arrëzi.

KLSH, after findings of violations, requested criminal charges against the two companies that, in cooperation with the officials of the municipality of Fushë-Arrëzi, violated the law.

The violations identified by KLSH are criminal offenses of falsification of documents, and it was all done with the purpose of submitting false data to win tenders.

The violation of the municipality, according to KLSH, is that it did not do the proper verifications. More precisely, he did not want to do the verifications of the case, because for the tenders won by the merger of the two companies, there was an agreement before.
So, we are dealing, not with negligent violations, but with intentional violations, with favoritism and corruption purposes.
The High State Control for these violations has filed a report with the Shkodra Prosecutor's Office.
The file has been circulating in the drawers of this prosecutor's office for three years and only four months ago this Prosecutor has decided to return the file to the Puka Prosecutor's Office.
The scheme is clear: the winning companies with messy documentation, in order to protect themselves and the Fushë Arrëz municipality, have intervened in the Shkodra prosecutor's office to "close" the case, passing it to Puka, a territory they know and can control easier.
The chances are that this is another unpunished crime of the municipalities of Edi Rama, another case when the taxes of the people of Pukyan go into the pockets of the oligarchs of the area.
We call on the Prosecutor's Office of Puka to follow the letter of the law, not the color of the money", he said./CNA.al
