Statements by Commissioner Kos/Zhulali: Assessment of the elections, courageous

Integration expert, Ilda Zhulali, commented today on the statements made on Friday by the Commissioner for Enlargement, Marta Kos.

In an interview on "Syri TV", Zhulali stated that the assessment made by Kos for the May 11 elections is bold, adding that according to her, the country is in a time of political crisis.

"The person who headed the European Parliament delegation to Albania to observe the elections, Michael Gahler, among other things, said that in Albania we should not close our eyes to a very big problem, which is organized crime, which has stable structures and is not interested in the situation in Albania changing, because they want to protect their structures there.

This is a very serious statement that goes even further, even beyond what the OSCE/ODIHR has acknowledged, which is the influence of crime on elections. It has gone beyond saying that crime is actually interested in not allowing political rotation in Albania. So it makes the government, the party state, as the OSCE/ODIHR has said, a direct and close collaborator with organized crime and with a direct influence on elections in Albania.

Therefore, against this strong statement and this debate that has had precisely these critical notes towards the elections in Albania, it is impossible for Marta Kos, a senior official of the European Union, to come and erase these statements as if they never happened and the entire OSCE/ODIHR report, whether the preliminary one of 13 pages or the final one of 46 pages, where they do not state in a single line or paragraph that the elections in Albania were free and fair.

Not only that, but the progress report, as we call it, or the annual report of the European Union for Albania, which is 103 pages, does not have this qualification. So where did you find this courage, I would call it, very great, Mrs. Kos, who makes this assessment of the elections in Albania, and even worse, coinciding with the time of a very serious political crisis that has gripped the Albanian government precisely because of the rampant corruption found in the Albanian government at the highest levels, such as the case of the Deputy Prime Minister and Minister of Infrastructure, who, ironically, in the annual report of the European Union, the district she headed was considered the most problematic district for the abuse of power to favor the elections in favor of the Socialist Party.

So these statements, I repeat, are not only a challenge to Albanian citizens or the Albanian opposition, but they are a challenge to the European institutions themselves and the OSCE/ODIHR organization.

So I believe that we will take this in the direction it should be handled. So this is not to be dealt with simply as a joke, nor to be opposed with a statement. This requires a firm stance and we must, I think, make this case an example so that it does not repeat itself in the future, as we have seen it repeated in the past.

So we will set a limit, which should no longer be exceeded by any senior official in Albania.

The questions I have asked the European Union are quite simple and have to do with the facts. So the first fact, the first question I ask, is, in which of the 46 pages of the ODIHR final report, or the 13 pages of the ODIHR preliminary report, is the qualification that the elections in Albania were free and fair found?

Because this definition does not exist, in any of these lines. On the contrary, as I said, it is enough to have three elements that are mentioned in this report, that in Albania there was no level playing field.

First. The elections were held under conditions where the party-state rules, so there is no separation between the party and the state. And the third element that makes it even more scandalous, that organized crime influenced the elections, automatically says it, so it refutes what Mrs. Kos says, that the elections were free and fair. This is the first. Second, I raise a question: How is it possible that Commissioner Kos raises or rejects the OSCE/ODIHR report, as well as the European Parliament report.

I repeat, Mrs. Kos is a commissioner who was voted in by the European Parliament. So she has no right to reject the statement and mission of an institution that stands above her, first of all, and let's not forget that money was paid for the observation of the elections in Albania by European taxpayers, so those reports were made with maximum responsibility and cannot be undone by a statement on the spot by Mrs. Kos.
