The political leader of the PD for Tirana, Belind Kelliçi, said in a statement to the media that the concession contract for the Tirana incinerator should be investigated in 3 moments.

"1. The written communication with Arben Ahmetaj, where the de facto owner of the Tirana incinerator, Erion Veliaj, persistently requested the Minister of Finance to approve this concession. 2. The letter of March 2017, where Erion Veliaj, in violation of the Law "On Self-Government local", without any approval from the Municipal Council, approved the garbage concession. 3. Annex no. 9 of the concession contract, dated March 2018, through which Erion Veliaj finally entered the Municipality of Tirana, not only into a financial commitment for 30 years, but also charged the municipality with the obligation to assist and control the concessionaire," said Kelliçi.

According to Këlliç, it is clear that the local unit that should monitor the concessionaire on the ground is the Municipality of Tirana.

He said that in the days they will come to help SPAK again by making public the 2014 IFC feasibility study and there it will be understood how Erion Veliaj has tripled the value of waste treatment in the capital by getting his hands very deep in the pocket of every citizen of Tirana.

Beyond all the confusion created by the media that are paid with the money of the incinerators or the corruption of the Tirana Municipality, the truth is one and only one.

The concession contract for the Tirana incinerator must be investigated in 3 moments.

The first moment is the approval of the contract. To date, SPAK has found the Concession Evaluation Commission responsible by arresting two directors of Tirana Municipality, but SPAK has forgotten 3 very important documents.

1. Written communication with Arben Ahmetaj, where the de facto owner of the Tirana incinerator, Erion Veliaj, persistently requested the Minister of Finance to approve this concession.

2. The letter of March 2017, where Erion Veliaj, in violation of the Law "On Local Self-Government", without any approval from the Municipal Council, approved the garbage concession.

3. Annex no. 9 of the concession contract, dated March 2018, through which Erion Veliaj finally entered the Municipality of Tirana, not only into a financial commitment for 30 years, but also charged the municipality with the obligation to assist and control the concessionaire.

The second moment that must be investigated in this affair is the implementation of the concessionary contract. This is where the letter of the Minister of Infrastructure Damian Gjiknuri, dated March 12, 2018, addressed to the Municipality of Tirana comes to our aid, saying: "For the above, since the Municipality of Tirana is the on-site monitor of this contract, as the unit largest local beneficiary, we request that together with the commitment letter, you also send us the confirmations of the situations, dividing the value that the Contracting Authority must pay on behalf of the Municipality".

So it is quite clear that the local unit that should monitor the concessionaire on the ground is the Municipality of Tirana.

From the administration of documentation and electronic communications, the Group of Experts at the DP has found that the Municipality of Tirana is the only institution that has maintained daily communication and above all has approved the fees for the deposit of soil to the Tirana incinerator, which was not an integral part of the contract.

Through this action, the Municipality of Tirana and Erion Veliaj has secured at least 60 million euros of additional income for the concessionaire.

The third moment that should be investigated is the monitoring of the concessionaire. According to the provisions of the concession contract, namely in Article 6.1 and the Law "On Concessions", the only structure which has the obligation to control the implementation of this contract is the Project Implementation Unit (PUU).

In Article 6.1.1 it is stated that: "Within 1 month from the effective date, the parties create the Project Implementation Unit, which consists of 2 members from the Contracting Authority (in this case the Ministry of Infrastructure), 2 members from the Municipality of Tirana and 1 member from the Ministry responsible for Energy".

According to the official documents made public by this pulpit, it results that: With the letter of July 2023, Deputy. Prime Minister Belinda Balluku asks Erion Veliaj for the umpteenth time to bring his representatives to the NJZP and stop blocking the work of this structure, as otherwise he will be responsible for harming the interest of the state side.

The second letter, dated November 2023, signed by the State Administrator of the Tirana incinerator Mr. Arjan Baçi, who after listing the urgent problem of the lack of monitoring of the concession contract, concludes as follows: "Also, we ask the Ministry of Infrastructure and Energy, the Ministry of Tourism and the Environment and ESPECIALLY the Municipality of Tirana, whose 2 members are missing for 2 years, to participate in every meeting of NJZP, in order not to fail the meetings".

In addition to the news fabricated by the propaganda office of the Municipality of Tirana through the media paid by the incinerators, not only No. 2 of the government Belinda Balluku, but above all the State Administrator, make the Municipality of Tirana and specifically Erion Veliaj responsible for blocking the operation of NJZP, and as a result the disappearance of 132 million euros in the defendant's direction, since even today as we speak, there is NO incinerator, and in the meantime the actual owner Erion Veliaj takes over the payment of 100% of the annual contractual obligation.

It is clear as day, that in all 3 moments that we analyzed, the only common name is the de facto owner of Tirana Incinerator Erion Veliaj.

SPAK is in vain prolonging his agony. In the following days, we will again help SPAK by making public for the first time the 2014 IFC feasibility study and there it will be understood how Erion Veliaj has tripled the value of waste treatment in the capital by putting his hands very deep in the pocket of every citizen of Tirana./ CNA
