12 draft laws, 2 draft decisions and a motion with debate/ What was approved in

Under the leadership of the Speaker of the Assembly Niko Peleshi, the Assembly convened in plenary session. After the holding of two interpellations, the plenary session reviewed and approved 12 draft laws, as well as approved two draft decisions.

Accordingly, the following draft laws were approved:

-The draft law "On some amendments and additions to law no. 9920, dated 19.5.2008, "On tax procedures in the Republic of Albania", as amended, was approved with votes of 81 FOR, 3 AGAINST, 0 ABSTENTIONS.

-The draft law "On some amendments to Law No. 92/2014 "On Value Added Tax in the Republic of Albania", was approved with 80 votes FOR, 25 AGAINST, 0 ABSTENTIONS.

-The draft law "On some amendments and additions to law no. 29, dated 30.3.2023, "On income tax", was approved with 84 votes FOR, 26 AGAINST, 0 ABSTENTIONS.

-The draft law "On some additions to law no. 9632, dated 30.10.2006, "On the local tax system"", as amended, was approved with 81 votes FOR, 18 AGAINST, 0 ABSTENTIONS.

-The draft law "On some amendments to Law No. 87/2019 "On the invoice and the traffic monitoring system, as amended, was approved with 81 votes FOR, 27 AGAINST, 0 ABSTENTIONS.

-The draft law "On the fiscal peace agreement" was approved with votes of 75 FOR, 20 AGAINST, 0 ABSTENTIONS.

-The draft law "On the revaluation of immovable property", was approved with 76 votes FOR, 22 AGAINST, 0 ABSTENTIONS.

-The draft law "On the cancellation, extinguishment and payment of tax liabilities to the central tax administration and of liabilities payable to customs", was approved with 73 votes in favor, 14 against, 0 abstentions.

-Regarding the draft law "On the 2026 budget", in her speech, the chairwoman of the Economy Committee, Milva Ekonomi, said that the requests of 7 committees to increase expenses for several institutions worth 504.9 million lek have been accepted, which will be covered within the ceilings provided for in the budget. Meanwhile, regarding the 50 amendments of the opposition, Ms. Ekonomi said that they violated fiscal parameters as they increased expenses by 278.9 billion lek.

This bill was approved with 81 votes FOR, 16 AGAINST, 0 ABSTENTIONS.

-The draft law "On concessions and public-private partnership" was approved with 80 votes FOR, 8 AGAINST, 0 ABSTENTIONS.

-The draft law "On Hunting" was approved with 80 votes in favor, 9 against, 0 abstentions.

-The draft law "On some amendments and additions to Law No. 80/2021 "On the registration of non-profit organizations", as amended, was approved with 80 votes FOR, 4 AGAINST, 0 ABSTENTIONS.

-Meanwhile, the discussion of the draft law "On some additions and amendments to Law No. 155/2020 "On Climate Change"", was postponed to the next session.

Draft decisions:

The plenary session also approved two important draft decisions.

-Draft decision "On the election of the People's Advocate", where the candidacy of Mr. Endrit Shabani was approved with votes of 85 FOR, 3 AGAINST, 0 ABSTENTIONS.

-The draft decision "On an amendment to decision no. 104/2025 "On the establishment of the Subcommittee on Public Sector Audit within the Standing Parliamentary Committee on Economy, Employment and Finance", was approved with 87 votes FOR, 0 AGAINST, 0 ABSTENTIONS.

Finally, the session also developed the Motion with debate on the findings, conclusions and recommendations of the OSCE-ODIHR final report on the parliamentary elections of May 11, 2025.

On behalf of the parliamentary majority, MP Ervin Hoxha stated that the ODIHR has never stated anywhere that the elections were not free, the ODIHR has not delegitimized the result, the ODIHR does not stand behind the opposition's narrative, and that the opposition is trying to hide behind the ODIHR.

"The report talks about addressable shortcomings, not delegitimization. It talks about improvements, not crisis. It talks about reforms, not political chaos."

As a member of the Committee on Europe and Foreign Affairs, I would like to emphasize that electoral standards are one of the pillars of European integration. Albania has made clear steps forward. We must and will do even more. This with seriousness, with responsibility and seemingly freed from the old rhetoric of conflict,” Hoxha emphasized.

Meanwhile, on the opposition side, MP Sali Berisha pointed out that the elections were a process that, by violating the principles of fair elections, two billion euros in fines and interest were forgiven two days before the elections.

"Where there is a party state, there are no elections, there is a farce. With this process, I express my gratitude to those 300 observers from 10 countries who signed 3 reports of the OSCE-ODIHR of the Council of Europe and the European Parliament," said Berisha.

The discussions in the session were lengthy and included broad participation from all parliamentary groups for around 914 minutes of discussions.

According to the summary of the minutes of speech, the Democratic Party Parliamentary Group spoke for 325 minutes, the Socialist Party Parliamentary Group for 354 minutes, while the "Freedom Party" Parliamentary Group contributed 106 minutes of discussions, the "Alliance for Change" 12 minutes, while MPs outside the parliamentary groups spoke for a total of 117 minutes.
