Discussions on the draft law/ Xhaferri: Albanian concessions and PPPs are 100% monopoly grants

DP MP, Besart Xhaferri, delivered his speech during the discussions on the draft law "On concessions and public-private partnership".

Xhaferri said that it is still unknown where the 450 million euros of incinerators went. He further stated that Albanian concessions and PPPs are 100% monopoly grants.

"You don't say what happened to the incinerators. Where did 450 million euros go and why didn't the investigation go to the one who signed 17 contracts in one day, and gave an 8% bonus to a company that doesn't exist. Concessions have another problem, since all the financial risk is borne by taxpayers, and not by the private companies themselves that would bring efficiency in spending and not overfill the Albanian budget. Albanian concessions and PPPs are 100% monopoly grants, to only one company, which has no interest in increasing competition, reducing costs, or increasing the level of service," said Xhaferri. /CNA
