The recent events in Leposavic, where Serbian commando units, planned, organized, equipped and directed by the state structures of Serbia, launched an armed attack with firearms on the sovereign territory of the state of Kosovo, lay, among other things, the urgent necessity of the unification of the policies of the Albanian national union.

The national union, stemming from the historical right of the Albanian nation, expressed naturally in the Act of Independence and in the Basic Statute of the Kingdom of Albania, was also sanctioned in the Constitution of the country in 1998. In fulfillment of this aspiration, in June 1998, the entire Albanian political spectrum, regardless of political party differences, declared publicly and unanimously under the motto: "One nation - one attitude". Time today is showing that this national and constitutional aspiration is becoming more and more urgent.

After the proclamation of the Independence of Kosovo in 2008 and the legal confirmation in accordance with International Law of this independence by the International Court of Justice of International Law, in 2010, Serbia dares to organize, arm, equip and lead through its state structures, a armed aggression against Kosovo. As assessed by reliable diplomatic sources, the purpose of this aggression was clear: "a coordinated and sophisticated plan to destabilize security in the region", to open a second war front in Europe, alongside the one in Ukraine.

It is no secret that, in this context, Serbia, along with special state structures, has allocated a budget without any restrictions and provided weapons, equipment and logistics for long-term combat operations.

The commitment of churches and monasteries that Serbia has planted in Kosovo, claimed as religious cultural assets, to store weapons and ammunition, to shelter terrorist units there and to use them as war bunkers, completes the entire framework of the operational military plan Serbian.

The national mourning announced by the Serbian state for the terrorists was the final signature and seal that the attack by the terrorist unit in Leposavic is the responsibility of state Serbia, that is, a state that sponsors and glorifies terrorism.

29 years ago (April 10, 1994), a Greek paramilitary terrorist group carried out a massacre in the sovereign Albanian territory, even inside the barracks of the Albanian military unit, killing two Albanian soldiers. The neighboring state neither identified nor punished the participants in that crime.

Clearly, the two neighboring states have established permanent policies in function of their symbolic minorities in other states and implement these policies even with the use of force in terrorist operations.

Albania, not simply for reciprocity, but for national obligation, is required to have unified policies with the state of Kosovo, as well as with all the Albanian state-forming components internationally recognized as such in other countries, of course on the basis of international law and human rights.

It is natural that Albania should take a stance towards the realities, as it was towards the statement of the High Representative of the EU, regarding the Kosovo-Serbia Dialogue dated September 19, 2023.

What is required is that all Albanian policies should be unified not only after the realities, but especially before the realities. Today, this unification has become an urgent national necessity.
