As happens with almost every SPAK arrest, that of the former mayor of Himara, Jorgo Goro, has divided public opinion. Some believe that the Special Prosecutor's Office acted according to a political calculation that Edi Rama needed, to balance the farcical process against Fredi Beleri. It is known that the prime minister has defended in the country and in the international arena, the alibi that he has no hand in this event, that justice is independent and that the rebel SPAK prosecutors have eaten many of the government's generals. So those who see a new conspiracy, support the thesis that Goro became a pawn to reinforce this alibi.

Others, who continue to believe in an independent judiciary, see these charges as conspiracy theories. According to them, everything SPAK has done, in this case, is simply following the pure corrupt line.

But each of these two positions, diametrically opposed, gains value when it relies on analyzing the facts. In order to understand if the incumbent socialist head of the Himara Municipality was used as a "scapegoat", we must first examine what charges are against him. He is suspected of having signed the deed of ownership of a piece of land to a fake owner, transferring a piece of land that belonged to the state in his name. So far no one can put their hand in the fire that Goro is innocent and he didn't know what he was doing. His position is even more burdened if we think that the firm of 2019 was connected with the strong interest of the family of the minister Olta Xhaçka, an investment to which Edi Rama then gave the strategic satus. Anyone who has dealt with property in Albania knows very well that these affairs are resolved only when they work from the top down. So when a powerful person is interested and he sets in motion all the links of the mechanism. So, in this sense, it can be assumed that the signature was imposed on Jorgo Goros, that he committed the sin with intent and that precisely for this he deserves prison.

But, unfortunately, the truth is not so simple. Since for the alienation of a plot of land, only the signature of a mayor is not enough. In the corrupt property mess in Albania, the recognition given by the municipality is only an insignificant step towards the final recognition of the land that belongs to you. For it to take value, it must be known from the maps that the mortgagee owns and from the field verifications that it does. So with such a standard, where local authorities often issue a certificate that "this belongs to so-and-so", any type of local authority who has stamped such certificates, from Llogoraja to Saranda, should end up in prison. However, SPAK went exactly to Jorgo Goro, sought to find the needle in the haystack and came to the conclusion that it should handcuff him, in record time, only six months after the report that his rival in the election, Fredi Beleri, made against him. 

Does this procedure leave, at best, the question of selectivity? Does it, at worst, take away the right to doubt those who speak of a political calculation?

By analyzing the facts in detail, it becomes easier to believe in the thesis of directedness.

And the thing that interested the conductor more than anything politically and diplomatically, was the imprisonment of Jorgo Goro. Now he has more arguments to tell Mitsotakis: "do you see that I did not lie when I said that I do not control SPAK"? After that he takes off to use even more the alibi of a justice that hits all parties.

But above all, this maneuver seeks to erase the disgrace of the Beleri process, which for what he testified in the courtroom evoked the notorious farces of the KGB of Dzerzhinsky's time.

If someone can raise their voice today that the trial against Beler was done with fabricated evidence, with falsified documents and paid witnesses, the answer is ready. Can SPAK and GJKKO be called biased against Beler, when they took as a basis the report he made to handcuff one of Rama's men? Is there a better alibi than this to serve the version that the government protects? Of course not.

But here the problem is not in the propaganda victory, but in the use of SPAK in its favor. And the Special Prosecutor's Office seems to have done just that. In the guillotine she fabricated for Beleri, she only needed a few hints to snap Goro's head off as well. Wanting to legitimize the farce of the first process, she is fabricating a second one, risking turning Himara into the coffin of the "new justice".
