Two questions for Edi Rama

The Epstein scandal and the figure of the elusive actor in the critical theory of global power.
As I read what is being written and commented on almost everywhere and by everyone regarding the Jeffrey Epstein scandal in the US and the entire criminalized vortex that extends to several levels of the global hierarchy, including the highest political levels, I was reminded of the slogan of the socialist Albania era, according to which; "moral degeneration is one step away from political degeneration."
How the hell is that slogan justified? The Epstein case, after initially revealing extreme moral degeneration:
sexual abuse of minors, exploitation, deliberate silence, and powerful people who turn a blind eye for pleasure, interests, or fear, also proves to us that "one step further" lies political and institutional degeneration:
prosecutors offering scandalous plea deals,
institutions that fail to investigate seriously for years,
connections between political, financial, and security elites,
use of power to protect not the victims, but the abusers, etc.
From here, we clearly understand that when the moral values ??of the elites are broken, the state no longer remains impartial.
It begins to serve as a shield for crime, not as its punisher. The moral degeneration of individuals in power directly translates into political degeneration: the law becomes selective, justice is manipulated, transparency disappears, power is criminalized.
In the Epstein case, the problem was not just a morally sick man, but a system that allowed, protected, and silenced him for decades.
The Epstein scandal has long since transcended the boundaries of an individual criminal case and has become a point of reference for critical analysis of the relationship between power, elites, and the contemporary international order.
Rather than being treated as the pathological deviance of an isolated individual, the Epstein case offers an excellent paradigmatic case study for understanding the hidden mechanisms of control, compromise, and political immunity.
a). POWER, SEXUALITY AND THE SECRET ECONOMY
Michel Foucault, a French philosopher and historian (1926–1984), conceived of power as a network of productive relations, not simply as a repressive apparatus.
In his works on sexuality and discipline, he argues that sexuality is one of the most powerful fields for the production of knowledge, control, and subjectivity.
In the hegemonic discourse of international relations, “peace” is often equated with the preservation of the existing order, not with justice or real sovereignty. Within this logic, a leader who is not deeply integrated into networks of compromise and who maintains internal legitimacy is perceived as a destabilizing factor.
This explains why such actors are labeled as dangerous populists, threats to regional stability, and factors of uncertainty for the global order.
Referring again to Michel Foucault, "what makes an actor dangerous is not violence, but indiscipline."
c). DISCOURSIVE CRIMINALIZATION AS A MEANS OF CONTROL
According to French sociologist and philosopher Pierre Bourdieu (1930–2002), “…when private compromise is not possible or effective, hegemonic power resorts to symbolic violence; discursive delegitimization, diplomatic isolation, and internal institutional pressure.
In this way, covert blackmail is replaced by public discipline.
Imran Khan, in this context, does not appear, and in fact is not even an ideal figure, but comes to us as an analytical case that shows why criminalized elites prefer compromised actors to relatively independent ones.
The Epstein case and the Imran Khan case together form a dialectic of contemporary power: extreme compromise → silent control and immunity on the one hand, and relative independence → delegitimization and criminalization on the other.
This dialectic exposes the fundamental contradiction of the liberal international order: while it preaches transparency and morality, it operates through secrecy and selective discipline.
In conclusion, the Epstein scandal should not be seen as an exception, but as a symptom of a global power structure where perversity and compromise are transformed into geopolitical instruments.
At the same time, the reaction to relatively independent actors shows that the real threat to this order is not corruption, but insubordination.
Without a critical analysis of these mechanisms, democracy risks being reduced to a procedural form, while real power continues to be exercised in the dark, protected by silence, fear, and compromise.
