The so-called territorial reform: the government and the opposition

As always, what is not news became current news. So, the mass information agenda included whether or not the opposition would participate in the territorial reform commission or not.

But why was it the news? The news is always, as Alexis Jones beautifully wrote, the one that is missing:

Does the opposition have any studied, compared, discussed, approved, legitimized platform for what is shamelessly called territorial reform? Is it that it touched us where it hurts us citizens when they discuss whether or not to participate in the commission!!! Is it that it is not the same as participating or not participating? Is it that that is the point! That if they did not participate, they leave empty spaces for the government!!!

That they can't express their ideas in the media, with the electorate, in plenary sessions of the Assembly, in permanent committees, in congresses, or on the streets as evangelical preachers?

They definitely need to be on the commission of what is shamelessly called territorial reform.
In fact, the opposition is once again giving contradictory messages: On the one hand, it calls for a grand protest on February 4th or 11th, against the government, precisely because it finds no other space in the institutions, on the other hand, it discusses that it should be on the electoral reform commission. They know it themselves, I don't know, but that the messages are contradictory, you have to be an idiot not to notice.

And then they complain about why they have a people that some of them have started calling "bad", "evil" intellectuals.

A month ago they declared that they would not have any contact, cooperation or dialogue with the government, after that, they discussed going to the commission of what is shamelessly called electoral reform. There is nothing wrong with going, but how about previous declarations, not a year ago, but ten days ago.

What changed? Or say, come on, speak up, because no one is listening!!! They are wrong! Even if the electorate doesn't listen carefully, it doesn't take long to hear what interests them. Does it even pay attention to the rest?

The government promises territorial reform, a shameful name if you start thinking about what it should contain.
I don't know if the government knows that the peripheral, rural population has emptied the territory worse than before in these years? Is this related or not to that piece of electoral reform that was supposedly carried out fifteen or so years ago?

Di gjë njeri për shpërndarjen e fondeve në pushtetin lokal midis urbanizimit në qendrat urbane dhe investimet në zonat rurale? Di gjë njeri se sa përfaqësohet në këshillat e pushtetit lokal popullsia rurale, ose e periferive të qyteteve? Di gjë njeri nëse ka pavarësi, ose autonomi pushteti lokal nga kryeministria? Di gjë njeri se ç'bëhet me rrugët, furnizimin me ujë, energji elektrike, etj? Ka studime, ka të dhëna pushteti? Po opozita?

A e dinë deputetët e opozitës dhe kryesia e tyre se nëse janë në gjendjen e humbësit permanent dhe në krizën brenda partisë prej pesë a gjashtë vitesh, arsyeja themelore është pikërisht e paturpshmja reformë territoriale?

A e dinë se janë të zhytur në një rreth vicioz ku pikërisht për shkak të asaj që paturpësisht e quajnë reformë territoriale ata nxjerrin gjithnjë e më pak deputetë, domethënë nxjerrin aq deputetë sa duan kryetarët e bashkive, dhe pasi vijnë të humbur në Kuvend, pikërisht prej reformës territoriale, diskutojnë në komisionin e përbashkët për reformën territoriale, ku nuk i dëgjon njeri sepse nuk përbëjnë në këto kushte një faktor politik?

E dinë apo jo këtë rreth vicioz ku janë zhytur? Se nuk i dëgjoj të kenë analizë. Bëjnë lojë batutash me palën kundërshtare që bën pallë në Kuvend.
Bëjnë ato që quhen fitore orale që nuk i duhen as dreqit.
Pse është e turpshme fjala "reformë territoriale"?
Sepse nuk është çështje thjesht ndarje kufijsh mes fshatrash, mes qytetesh. Ku nis Peqini, dhe ku mbaron Rrogozhina, ku nis Rroskoveci dhe ku nis Lapardhaja.

Problemet janë shumë më të thella:

1. Cilat janë të drejtat e qytetarit në pushtetin lokal?
2. Si do të përfaqësohet politikisht popullsia rurale dhe periferike në pushtetin lokal?
3. Cilat do të jenë kompetencat e bashkive për t'i decentralizuar ato?
4. Cilat janë burimet financiare të pushtetit lokal?
5. Përse nuk ka referendume lokale?
6. Cilat janë nivelet dhe si duhet të jenë ato në pushtetin lokal?
7. Si do të bëhet që bashkitë të mos jenë si komitetet e dikurshme ekzekutive që të administrojnë të gjithë rrethin?
8. Si do të rishikohen kompetencat midis këshillave bashkiake dhe kryetarëve të bashkive?
9. Si mund të ndryshohet gjendja e mjeruar, lëpirëse, mediokre e mediave lokale dhe të mos jenë më altoparlante të bashkisë?
10. Në ç'raport do të jenë drejtoritë qendrore me pushtetin lokal?
11. Si do të bëhet transparente puna e nëpunësve lokalë?
12. Si do të bëhet që punonjësit që kontrollohen nga bashkia të mos jenë mekanizmi elektoral që kontrollon balancën elektorale në qytet dhe në rreth?
13. Në ç'gjendje të mjeruar janë shërbimet për qytetarin nga ana e bashkive?
14. Si do të zgjidhen këshilltarët bashkiakë, me listë, me çfarë sistemi, kush kandidon, etj? Apo do të jenë si sot kur pushteti qendror ka monopolin e pushtetit lokal dhe partia demokratike ka nëpër bashki monopolin e opozitës?
15. Cili do të jetë statusi i nëpunësit në pushtetin lokal, apo do të vazhdojë të ngjajë me një leckë që pasi e përdor të fshish xhamat e makinës, mund ta hedhësh në koshin më të parë të mbeturinave?
16. Cila është përgjegjësia e pushtetit lokal për mjedisin, ekologjinë, mbrojtjen nga zjarri, estetikën e rrugëve, gardheve, kopshteve, fasadave?
17. Cilat janë të drejtat e qytetarëve që kanë pronë, investime në territor, por nuk janë qytetarë të atij territori?
18. A mund të votojë si në Evropë dikush që banon ta zemë në Tiranë për pushtetin lokal në Durrës nëse atje ka një investim çfardo, shtëpinë e të parëve, një banesë, apo varret e të parëve? Ta zemë në Tropojë, në Sarandë? etj.
19. Do të vazhdojë një emigrant që jeton në Toronto të votojë për komunën e Rroskovecit? Apo të Velabishtit?

Even the one who organizes carnivals in the city, even the one who demolishes unauthorized constructions, even the one who makes the script for the city orchestra's concert in the May 1st parade!

Why are these territorial issues, when municipalities resemble bunkers where you just have to enter, and if you manage to enter, the municipal police look at you angrily, the clerks mock you, and the mayor doesn't even bother to rush into the office through the back door?

If local government is properly autonomous, how can it be explained that for as many years as a government has been in power on the Boulevard of Martyrs in Tirana, it has been in power in the municipalities as well?
There are hundreds of problems to be solved. It is enough to call it territorial reform and you understand that reform alone does not seem to be what it will be so far!
