As Europe seeks to reduce irregular migration and speed up the return process for those whose asylum applications have been rejected, the European Commission has proposed a Common European Return System.

Currently, return rates are around 20%, a figure considered insufficient by European Commission President Ursula von der Leyen.

The proposal includes the possibility of establishing return centers in third countries, based on agreements concluded either at bilateral or European level.

However, the implementation and legal feasibility of such agreements remains complex.

A supporter of the draft EU regulation on returns, MEP Tomas Tobé, vice-chair of the European People's Party group in the European Parliament, distanced himself from the agreements reached so far.

He explained that the European proposal aims to use return centers only for people whose asylum requests have already been rejected and defended the need for cooperation with third countries outside Europe.

"I'm not saying it's easy. We don't choose Europe's neighbors. I hear a lot of criticism coming from the left, but also from the far right. And they basically say we shouldn't have any cooperation. But then you don't have a solution," Tobé said.

Tobé stressed that individuals with the right to asylum in Europe must be protected and that negative decisions must be implemented effectively.

In 2018, the European Commission declared that return centers located abroad were illegal. Critics argue that today, concepts once associated with the far right are increasingly becoming part of mainstream EU policy./CNA
