MEPs demand that 70% of the money go to EU defense

Despite internal divisions and an attempted delay, MEPs have approved a report calling for reducing Europe's dependence on non-EU suppliers, promoting joint procurement and strengthening the bloc's defence capabilities.

The €1.5 billion European Defence Industry Programme (EDIP) should only finance products that include at least 70% of components manufactured within the EU or associated countries such as Ukraine and Norway, MEPs' industry (ITRE) and defence (SEDE) committees agreed on Thursday.

Parliament's position was adopted by 70 votes in favour, 46 against and eight abstentions after an unsuccessful attempt by some MEPs to postpone the vote to June in order to renegotiate the 70-30% ratio.

"It is time to end our dependence on external actors. A sovereign Europe is a stronger and more secure Europe, and this vote on EDIP is a clear step in that direction," said Raphaël Glucksmann (France/S&D), one of the two leading MEPs on the dossier.

The EU Commission initially proposed a 65% ratio for the EDIP in March 2024, with the aim of providing long-term support for the bloc's defense industry — encouraging more European purchases, increasing production, reducing fragmentation and addressing critical capabilities gaps. /CNA
