Reuters has published US proposals to end Russia's war in Ukraine, which were presented to European officials by US envoy Steve Witkoff at talks in Paris on April 17.

US grants de jure recognition of Russian control of Crimea

US gives de facto recognition of Russian control of Luhansk

US grants de facto recognition to Russian-controlled parts of Zaporizhzhia, Donetsk and Kherson

Ukraine regains territory in Kharkiv Oblast

Ukraine regains control of the Zaporizhzhia Nuclear Power Plant through American control and administration of the plant, with electricity distributed to both sides, and also the Kakhovka Dam

Ukraine enjoys unimpeded passage on the Dnieper River and control of the Kinburn Spit

The United States and Ukraine will implement economic/mineral cooperation

Agreement for Ukraine to be fully reconstructed and financially compensated
