Failure to constitute the Assembly/ Osmani: I will address the Constitutional

The President of the Republic, Vjosa Osmani, is currently on an official visit to the United States of America, where she met with senior American officials and participated in discussions. During a discussion at the Hudson Institute in Washington, Osmani said that it was Donald Trump's personal commitment that stopped an attempt by Serbia to cause tensions on the border with Kosovo, praising the role of the US in maintaining peace.

During this discussion, Osmani spoke about the institutional crisis in Kosovo that has been going on for months, warning that he will once again address the Constitutional Court for clarification regarding the failure to constitute the Assembly by July 26, when the deadline set by the Constitution is expected to end.

A planned escalation by Serbia on the border with Kosovo has been prevented by the President of the United States of America, Donald Trump.

This is what the President of Kosovo, Vjosa Osmani, said for the second time, while she is making an official visit to the USA.

In a discussion at the Hudson Institute, Osmani stated that President Trump has stopped the escalation on the Kosovo-Serbia border.

"As President Trump said, he prevented a tension, he prevented an escalation, what Serbia was trying to do on the border with Kosovo. But it was his personal commitment and his role that prevented it, which is true leadership in preserving peace. Because peace, as we all know from the war in Ukraine, should never be taken for granted. It is something that must be constantly protected, must be constantly cultivated. And the role of the United States in this effort is essential. It is indispensable and irreplaceable," said Osmani, president of Kosovo.

During this discussion, Osmani also spoke about the Washington Agreement reached in September 2020, saying that this agreement has been implemented.

“The Washington Agreement has been implemented, but where I see the most potential is to go beyond the Washington Agreement. Our experience with the Trump administration is that they are proactive, they get things done, so I think there is potential to do important things, not trivial things, not small things. I’m talking about big things, things that would really contribute to long-term peace, not quick fixes, long-term peace in the region…”

The latest Constitutional Court ruling did not sufficiently clarify the consequences if the Assembly is not constituted by July 26, for which the country's president said that she will again address the Constitutional Court with specific questions about this institutional blockade.

"In our constitution, when we drafted it, it was impossible to foresee every single scenario. It was drafted in a way with a positive mindset, that legislators would cooperate, instead of blocking each other and the institution. So, for now, due to a lack of constitutional clarity, if I may call it that, the Parliament has not been constituted. But we had a new case in the Constitutional Court and the court has clarified that there is this strict 30-day deadline, which will expire on July 26, for the Constitution of the Parliament. But it did not clarify what the legal consequences are of not respecting that mandatory constitutional deadline. So, it seems that I will have to go to the court again and ask them that specific question, and I hope that they will answer," Osmani declared.

However, during this discussion, she expressed optimism about overcoming this political impasse, while saying that the failure to constitute the Assembly is causing damage to Kosovo and its citizens.
