Staff collapse? Public administration in Germany in crisis

German unions warn of a collapse in the public service due to a shortage of teachers, educators and police officers. 360,000 positions in the public service administration are vacant.

Some public service administration unions in Germany have raised the alarm. "If the policy does not act, a staffing collapse threatens," said Daniel Merbitz, a member of the leadership of the Education and Science Trade Union, GEW, to the Funke media group. Meanwhile, the deputy head of the Police Union, GdP, Michael Mertens warns that "policemen are missing in all police sectors". In the investigative work in Germany, a stock of files that need to be processed has been created for years. "All countries suffer from this problem, even the Federal Police and the Federal Office of Criminal Investigation".

360,000 vacant positions in the state public service

The head of the Union of Civil Servants, dbb Ulrich Silberbach also notes that if "we do not move forward in digitization and reducing bureaucracy, the lack of personnel will lead to longer document processing deadlines, will worsen care in kindergartens and in general the operational capacity of the state will be significantly weakened."

According to data from the dbb association, there are about 360,000 unfilled jobs in the state public service sector. By 2030, about 1.3 million public service employees will retire. The member of the leadership of the Education and Science Union, Merbitz, has stated that for years the education system has not been adequately financed, "with dramatic consequences". In all sectors of education, such as in schools and kindergartens, there is a significant lack of qualified workforce. "This often leads to a vicious cycle of understaffing and understaffing," says Merbitz, because many workers in the sector work on reduced hours to avoid personal stress.

The lack of police officers is felt especially in the traffic control sector, says Mertens. "The consequence is a lower risk of being caught in violation of the rules, which is negatively reflected in the accident statistics."/dw
