China limits mobile phone use by minors to 2 hours

Chinese regulators have proposed rules that would limit the smartphone screen time of people under the age of 18 to a maximum of two hours a day.

The radical draft rules put forward by the Cyberspace Administration of China (CAC) are a wider push by Chinese authorities to curb and prevent the addiction of under-18s to apps and smartphones. In 2021, China introduced regulations that restricted teenagers under 18 from playing online video games for more than three hours a week.

The draft rules require smartphones to have a "little mode" for those under 18 that must be easy to access when the device is turned on, either as a home screen icon or in the device's system settings.

The small mode will allow parents to manage what their children see and allow internet service providers to display content based on the user's age. According to the CAC, children under the age of three should be shown audio-centric songs and content. Those between 12 and 16 may be exposed to educational content and news.

The CAC warned online firms not to offer services that promote addiction or are harmful to children's physical and mental health.

The draft CAC rules divide children into different age groups and set different limits depending on their age.

Children under the age of eight should be limited to a maximum of 40 minutes a day on their smartphone. Children over the age of eight but under the age of 16 can use their phone for no more than one hour a day. People aged 16 to 17 can use a mobile phone for a maximum of two hours.

A cell phone must not offer any services to children from 10:00 p.m. to 6:00 a.m. the next day, according to the draft regulations./CNA.al
