In the first days of January, state treasury payments are delayed due to new planning at the beginning of the year. For example, some budget institutions receive salaries late and often tenders for vital services are not completed on time.

As many budget entities face difficulties from red tape at the beginning of the year, the company that owns the Tirana incinerator concession, Integrated Energy BV, SPV already known for a pure corruption scheme under investigation by SPAK has benefited from regular payments in the first days of January.

As can be seen from the data of "Open Data Albania" which refers to the daily treasury transactions from the Ministry of Finance, in the first 10 days of January Integrated Energy BV, SPV has benefited 64.4 million ALL or 613 thousand euros, which are liabilities arrears of the Municipality of Durrës to the incinerator. This amount is 5 percent of the annual budget that is planned for the Tirana incinerator this year, a total amount of 1.2 billion lek.

As can be seen from the detailed data, almost all the payments were given by the municipality of Durrës, which paid off over 600,000 euros of the overdue fees of 2023 in the first days of January.

An invoice paid on January 9 was registered in the treasury on December 28, 2023 and was intended to settle the September 2023 obligations of the Municipality of Durrës to the incinerator.

On January 16, an invoice of 21.2 million ALL was paid by the Municipality of Durrës for the waste deposited in November 2023.

On January 23, a payment of 18.3 million ALL was made by the Municipality of Durrës for the waste deposit of December 2023.

The incinerator of Tirana, a work that does not exist and the process is under investigation and seizure by SPAK, will be financed by the taxes of Albanians with 1.27 billion lek (12 million euros) this year, with an increase of almost 20% from 2023, according to forecasts in the 2024 budget.

The data from the balance sheets show that Integrated realized 9.9 billion lek of revenue during the period 2017-2022, of which 24.7 billion lek (23.8 million euro were profits).

The data from the financial statements show that the revenues of "Integrated Energy BVSPV" were much higher than the data from the Treasury of the Ministry of Finance, because in addition to the funds for the incinerator investment, the company received payments from the municipalities of Durrës, Kavaja, Tirana for waste management.

Durrës takes 63% of the total waste budget

The Municipality of Durrës is a unique case of how it spends more than half of the revenue it collects on just one item, for environmental protection (mainly garbage cleaning). In 2022, the Municipality's own income (from taxes, fees and separate taxes) was 1.53 billion ALL, with a 3% decrease compared to the previous year, according to data from Co-Plan.

While only 954 million ALL were spent on environmental protection, or 63% of the total revenue collected by the Municipality. The expenses for the environmental protection of the Municipality of Durra were 964 million ALL, or 63% of the Municipality's own income of the coastal city.

The increase in expenses for environmental protection came after the closure of the Porto Romano landfill and the sending of waste to the Sharra incinerator in Tirana.

The municipality of Durrës, according to its sources, generates about 200 tons of waste every day, or about 70 thousand tons per year.

According to the contract that the government has with the garbage concessionaire in Sharre, the cost of waste disposal is 29.05 euros/ton for the entire duration of the concession.

The draft budget of the Durrës municipality of 2023 predicts that for the period 2023-2025, the Municipality will spend 930-960 million ALL per year for environmental protection./ Monitor.al
