CNA is publishing the famous "5D" file, which in SPAK includes the investigations carried out by this institution for some of the main directors of Tirana Municipality, related to the time when this institution was headed by Erion Veliaj.

CNA has published two documents, today we are bringing the third document that shows the connections of Mariglen Qato, the director of Veliaj, with the people who were shareholders of the famous company "5D".

Muhamet Petriti, who initially became a shareholder of the company "IGOR ELEKTRIK" in "VAS Konstruktion", from the report made by the former candidate Belind Kelliçi, it turns out that he is simply a citizen in whom the reported subject (Mariglen Qato) has confidence to fictitiously transfer the ownership of a company through which they (i.e. public officials) realize their undeclared, hidden economic interests and which were basically realized through the benefit of tenders and public works, which were made possible not from the organization of the company and its legal management by its administrator or owner, Muhamet Petriti, a baker by profession, but thanks to the exercise of influence by other related persons who is actually Mariglen Qato. Behind this scheme stands only this name, and this is more than distinct and evident.  

WHAT ARE THE CONNECTIONS?

Mr. Muhamet Petriti , son of G., born in '57, born in Shkoza, is married to Mrs. VP, born in '61, daughter of H. and H.. Both of these citizens are the parents of E. (Petriti) Qato , born in '86, born in Tirana, who married Alfred Qato , born in '78, born in Skrapar , son of S. and G.

Citizen Mariglen Qato, (public official at the Municipality of Tirana), was born in 1976, was born in Skrapar and is the son of S. and G..

From these data it appears that Mariglen Qato and Alfred Qato are brothers, while it is proved that Muhamet Petriti, who became a shareholder of the company "IGOR ELEKTRIK", changed to "VAS Konstruksion", is the father-in-law of Alfred Qato, the brother of Mariglen Qato , currently director of the Territory Protection Inspectorate in Tirana Municipality.

While in this business, her husband, Muhamet Petriti, appears as employed as a baker. The citizen E. Qato, that is the wife of Alfred Qato, is also employed in the business of her mother, V. Petriti.

On the other hand, the brother of the referred citizen, Mariglen Qato, Mr. Alfred Qato, appears to be employed by Alfred Qato, a natural person, as a director in production and at the company "VAS KONSTRUKSION" in the position of carpenter with a salary of 34,000 ALL.

Referring to these data, which are evidenced as the family situation as well as the real engagement as an employee of the above citizens, the conviction is proved that Mr. Muhamet Petriti, the father-in-law of Alfred Qato, the brother of Mariglen Qato, by profession and real engagement as employed as a baker, has acquired the ownership of the company "IGOR ELEKTRIK" sh.pk - changed to "VAS KONSTRUKSION" and currently with the name "5D KONSTRUKSION", not because of his real will and ability to manage a construction company with such an expansion expansion and development immediately and within a short time in public enterprises, but it is used simply for the level of trust that his son-in-law Alfred Qato has in him, who is the brother of citizen Mariglen Qato, that with his position as a leader in the Municipality of Tirana, it would dictate the taking over and profiting of public works, which originate from public funds. HOW THE SCHEME IS BUILT

At first glance, for a public eye without knowledge of the friendly or family circle of the citizen Mariglen Qato, it seems as if the company "5D" has an activity that develops thanks to the skills of its owner, but entering the interior of friendly, family ties, and weighing towards the social position of the fictitious owners, and their supporters, who are officials such as Mariglen Qato, it is suspected that everything that happens in the commercial activity of this company, is not carried out in the interest of its registered owners, since they are only cover of occult interests, private, and created in violation of the law by public officials family-related to them, which in this case is the citizen Mariglen Qato.

The complainant claims that Mariglen Qato has hidden his interests in this company and the citizens who were its owners and administrators, are simply and only covers, used in this case, but that they also risk being punished for illegal activities, such as the cleaning of the products of criminal offenses, the non-reporting of the crime, consumed by the citizen Mariglen Qato, etc./ CNA
