Journalist Julian Hoxhaj spoke about the famous "5D" file reported to SPAK, which includes the main directors of Tirana Municipality.

Hoxhaj said that Erion Veliaj changed the administration of the municipality as soon as he was appointed its head. He stated that at that time several companies were created that won tenders without any experience, among which was "5D".

According to him, behind this company are hidden officials of Erion Veliaj, who have benefited from public tenders from the municipality of Tirana, but have also become strategic investors.

The journalist denounced in an interview with Edvin Parruça that "5D" was created in 2016 and its real owners are hidden, having used other people to camouflage themselves.

He emphasized that Mayor Veliaj has awarded tenders of up to 30 million euros to this company.

"The municipality of Tirana is an institution that manages about 300-million euro budget every year and then this money is distributed partly for investments and another part of course for operating expenses, for salaries, etc. When it comes to investments and expenses, of course the money is allocated through public tenders and given to different companies to do public works.

But with the arrival of Veliaj at the head of the municipality, several officials were appointed in key positions, such as Mariglen Qato, Redi Molla, Elin Tivari or other personalities who went to run institutions such as water supply, IKMT, etc.

And what happened, as soon as the new administration of the Tirana municipality started work, companies were created which very quickly, without any experience, without any kind of history in their professional CV, became the main winners of the tenders. And during these years, these companies have received the vast majority of tenders for public works carried out by the Municipality of Tirana.

And one of these companies is the 5D Construction company. This company received attention during last year's elections when the opposition candidate at the time, Belind Kelliçi, made several allegations.

These municipal officials have not only benefited from public tenders from the municipality of Tirana, but have also become strategic investors, such as the construction of a hotel in Durrës.

This company was created in 2016 and in a few years it becomes one of the main companies that Erion Veliaj gives tenders up to 30 million euros. These people are used to camouflage the real owners of this company and many other similar companies.

This is just one case, but it is not the last. Just a few days ago, the prefect of Fier was suspended from her position along with 6 of her former subordinates in the municipality of Patos.

It is the same scheme as that of 5D, a company was created which received all the tenders of the municipality of Patos. And this company received the main tenders, it received the tenders without competition even when it did not meet the conditions.

This scheme has been used in all municipalities where the SP governs. Companies with hidden ownership are created and receive all public tenders. The case of Patos is flagrant after the money was taken, as Syri also reported, and the road was not built.

The same thing happened with 5D Konstuksion, where this company did not receive the tenders alone, but used the delegation method. So the company is sure to win the tender because of the connections and then delegates it to other companies since it doesn't have the capacity to do the work itself," the journalist emphasized./ CNA
