Diaspora vote/ Celibashi: Over 600,000 Albanians with expired ID cards
Head of the CEC, Ilirjan Celibashi

The head of the CEC, Ilirjan Celibashi, called on the government to validate identification documents so that 600,000 Albanians in the diaspora who are undocumented have the opportunity to vote in the elections to be held on May 11.

Invited to a television show, Celibashi spoke about the registration procedures on the 'PER' platform, the problems that the diaspora is facing, and the requests for extending the validity periods of identification means so that the diaspora can vote.

"All persons whose request to register has been rejected will receive personalized information via SMS, email and their account that they have opened in 'PER'. There they will find the reasons why it was rejected and they just need to reconsider our recommendations and advice and they will surely be successful on the second or third attempt."

It is one of the goals of the entire CEC information and education campaign not only for voters abroad but also within the country. Yesterday, we made public a figure of around 600,248 voters who do not possess a valid ID document. We have officially requested the government to look into the possibility of extending the validity, especially for those who reside abroad, as we are aware that a relatively high number of these voters will find it impossible to renew their identification document. Therefore, we have recommended to the government that it is useful for this category of voters to make a decision, to issue a normative act that extends the validity of the documents for all those who have expired or will expire by May 11.

From the very beginning, being aware of this issue, we built the system so that having an expired identification tool would not be an obstacle to the registration process, since it can be registered even if it is not valid. In this way, we have preceded taking an initiative to validate expired identification documents through a sub-legal act. We have responded 100% to that demand of the opposition but also of a large number of civil society organizations with a field of activity abroad and within the country.

Regarding the opposition's latest proposal to consider biometric documents from EU countries, the US and Canada, this is a proposal to be evaluated as part of the negotiations that both sides are conducting.

We have tried to respond to any type of concern presented by voters during the registration process.

The DP-SP political forces have a cooperative approach with the Central Election Commission.

"We are trying to raise awareness and bring attention to electoral fraud and crime. If we talk about electoral crime, the responsibility does not lie with the CEC and perhaps more energetic action is needed if this is the case for these institutions that have the competence and responsibility to address electoral crimes."
