How the company of directors of Veliaj won 8 tenders from UKT

CNA has secured the investigation file for the arrested directors of the Municipality of Tirana, where it is shown with evidence and documents how Redi Molla, Mariglen Qato or even Elton Kacidhja favored the "5D" company in awarding tenders.

In 2016, Redi Molla held the position of director of Tirana Water Supply and Sewerage, while Mariglen Qato was appointed director of the Support Department at UKT.

According to SPAK, starting from 2016 to 2018, the company "5D" has benefited from a series of tenders from UKT. It is emphasized that the tenders were won while Qato was the head of the UKT, while Qato held the position of the chairman of the Evaluation of Offers. Elton Kacidhja also entered the game, as the holder of the contracting authority.

The company "5D" was previously titled "Igor sh.pk" and then "VAS construction sh.pk".

Tenders won by the company "5D":

- "Construction of water tank Daias 200 m³", with a limited fund of 5,081, 302 ALL. 5 economic operators participated in this procedure, but the tender was received by "Igor Elektrik sh.pk", the previous name of the company "5D" and "Kola Invest". Although it did not meet the qualification criteria, such as sustainable financial activity, or even very low income compared to the value gained from the tender, these companies led the competition.

-"Restoration of the black water collector on the street 'Myslym Shyri' and reconstruction of Waterworks", with limited funds, 10,256,562 ALL. In this 2017 tender, they received two economic operators, "Bahas Avduli" and the union of operators "Rey and Igor Eletrik sh.pk". Rey and Igor Eletrik sh.pk was declared the winner, although with a number of violations.

- "Construction of Ujjejellas network, 'Sulejman Pasha' street and 'Ded Gjo Luli' street", with a limited fund of 14,788, 849 ALL. In this fictitious competition of February 2017, four economic operators "Ignor Elektrik" and "Kola Invest" participated, as well as the operators "Vuthaj", "England" and "Caushi" sh.pk. The tender was won through a series of procedures in violation by "Ignor Elektrik" and "Kola Invest".

- "Reconstruction and fencing of pumping stations and water storages in regional water pipelines Phase II", with a limited fund of 37,002,844. 4 economic operators participated in the competition, but the tender was won by "Rruga Ura Aslaltim number 2 Tirana", "Igor sh.pk" and "Delia sh.pk".

- "Reconstruction of the Water Supply network from the Kroi pumping station to the Chocolate warehouse" with a limited fund of 7,922,425 ALL. In the competition for this August 2018 tender, two economic operators participated, the union of operators "Igor sh.pk" and "Kola invest" as well as "Eurondrëtim 2000". The last company was disqualified from the competition.

-"Reconstruction of four transmission lines Dj 426 mm steel from HEC Lanabregas-meeting with pipe Dn 700 mm steel". The August 2018 tender was won by "Kola invest" and "Igor Elektrik". According to the contract, the latter company would perform 40% of the works.

-"Durres Road sewerage network construction" with a limited fund of 144, 987,028 ALL. The tender was won by "VAS shpk-Beis sh.pk" and "Meteo sh.pk". SPAK's investigations showed that all tendering procedures were violated.

-"Reconstruction of the water supply system on the street 'Aleksandër Moisiu'", with limited funds, 42,059, 620 ALL. 14 economic operators participated in the September 2020 tender. The tender was won by "VAS construction sh.pk" and Senka sh.pk". /CNA
