The directors, who worked near the subordinate institutions of the Municipality of Tirana, had a "sleeping" mind, even when they openly abused the positions they held. They continued to run the company "5D Konstruksion" and at the same time opened and closed the procurement procedures of the state institutions they ran, and then announced their company "5D" as the winner, thus extorting millions of euros from the citizens of Tirana. The thefts increased day by day and the directors were convinced that their affairs would be discovered late, if not ever.

On April 24, 2023, at that time the candidate for the Municipality of Tirana, Belind Kelliçi, reported this company to the Special Prosecutor's Office. This denunciation seems to have worried the employees of "5D" quite a bit.

In the file provided by CNA, SPAK disclosed the conversations between the employees, which were recorded on the very day when the report was made by Kelliçi.

Këlliçi himself, in a recent media appearance, after the arrest of the directors, emphasized that on April 26, 2023, as a candidate for Tirana Municipality, he made public the complete scheme of corruption in Tirana Municipality through the company "5D Konstruksion.
