But in all that the media reports, from what they were able to extract from the SPAK investigation data, the essence is two villas, one in Palasa and one in Lalëz, which Arben Ahmetaj, according to the Special Prosecutor's Office, has benefited from his connections with Klodian Zoto and Mirel Mërtir, who is called the "brain" of the incinerators.
So, in the entire history of incinerators, the corruption of Arben Ahmetaj is these two villas.
In fact, the affair of the incinerators cannot have a single person and what has been requested by the media, by politics and by everyone is that the investigations should be conducted as a structured criminal group, where high officials of the Albanian state are involved and businessmen.
Stela Gugallja, Mirel Mërtiri and Klodian Zoto are wanted, they have escaped, Arben Ahmetaj has also left Albania. The latter is accused of 500,000 euros in benefits, when the incinerators affair, according to the accounts of economic journalists, could amount to no less than 800 million euros. This is a terrible value, double what is signed in the contract.
The company declares that it has a turnover of 25 million dollars per year, so for 30 years an average of 750 million dollars is almost confirmed, not counting the investment for Elbasan and Fier, where there are two incinerators, one of which is quite old and with a very high cost high and the other still unfinished and out of order.
Corruption cannot be done alone and no one can believe that an official, a collaborator, according to SPAK, with the affair of the incinerators and their people, has done this work for two apartments on the beach, or for two villas in Palas and Hamallaj.

Although the parent company "Geogenix" denies it, in Tirana everything started with Klodian Zoto and continued with Giuseppe Ciaffaglione, who is a shareholder there.
In fact, Ciaffaglione was simply an employee of Mirel Mërtir and Klodian Zoto, from whom he took orders.
Is the whole matter of incinerators a corrupt affair, because corruption cannot be done alone?
