During the time that Zoto was a councillor, the minister's husband awarded a tender for the installation of water meters with an electronic system in Fier to the company "Teo Alb", which has close partnership ties with the company "Integrated Technology Service" of Klodian Zoto. .

In the company that received the tender for water meters, two of the main people of the incinerators were employed, the "brain" of the incinerators, Mirel Mërtiri, and his roommate, Stela Gugallja.
