Sterilization affair/ How Ilir Beqaj was found out about the 100 million euro

The sterilization file received media attention in August 2023, where by decision of GJKKO, the arrests of former officials, businessmen or other persons involved began.

CNA has secured the decision of the Special Court of First Instance, one of the "hot" cases in the hands of SPAK that has also brought numerous political reactions.

After the report made by "Nisma Thurje" in December 2019, the Special Prosecutor's Office filed charges against 8 people, as being involved in the criminal offenses of "forgery of documents", "fraud" and "abuse of duty".

After the investigations, the court ordered "prison arrest" for the former Deputy Minister of Health, Klodian Rjepaj and businessman Ilir Rrapaj.

The former Deputy Minister of Health, Klodian Rjepaj, is accused of "fraud", "falsification of documents" and "abuse of duty". While the businessman Ilir Rrapaj is accused of fraud.

In the meantime, the court has given the security measure "house arrest" for Saimir Kadi and the "compulsion to appear" measure for 4 others, Arben Gjata, Petraq Mersini, Genc Byrazer, and Naile Abazi.

The friendship between the former minister and the businessman

In the SPAK file, it is underlined that former deputy minister Klodian Rjepaj and businessman Ilir Rrapaj have an early acquaintance and they studied at the University of Medicine in 1991 and 1994. The latter completed their studies with Artan Leshi, which results in he was a director in the company "SaniService".

They continued their friendship and cooperated in order to benefit from the sterilization contract. 

According to the Special Prosecutor's Office, Ilir Rrapaj entered the territory of Albania in December 2014 with the vehicle of the Ministry of Health, which was used by the former deputy minister Klodian Rjepaj.

This trip was made a few days before the union of economic operators, which includes the company "Investital" of Rrapaj, was declared the winner for the concession. 

"SaniService" is the concessionaire sterilization company, the largest shares are held by "Investital LLC", whose founder is Ilir Rrapaj.

The ghost company of Ilir Rrapaj 

The company "Investital LLC", involved in the sterilization concession, did not have a history of its own, before benefiting from the contract of several million euros.

In the investigation file of SPAK, provided by CNA, it is underlined that the founder of "Investital LLC" is Ilir Rrapaj, who registered this entity a month before the commission for granting the concession, with a capital of only 1000 euros . 

However, the fact that this company in 2014 had no declarations and no taxes paid to the state should not be overlooked. Meanwhile, he participated in the competition for the sterilization concession of the Ministry of Health.

From 2015 to 2020, "Investital LLC" had only founder Ilir Rrapajn declared as an employee, with a salary of 2,000 euros per month. 

Another very important detail is that "Investital LLC" did not have a facility or office to carry out its activity.

SPAK underlines that even though the company has become part of one of the largest concession contracts in the country, it does not have as its object its activity in the disinfection service of surgical rooms, or any similar activity.

On November 18, the Special Court set the security measure "obligation to appear and ban on leaving the country" for the former Minister of Health, Ilir Beqaj. SPAK accuses Beqaj of the criminal offense of abuse of office, after investigations into the sterilization concession. 

GJKKO orders that the former minister appear before the judicial police of the National Bureau of Investigation, once a week, on Fridays, at 3:30 p.m. He was also presented in SPAK./ CNA
