CNA, throughout the year 2023, has denounced and carried out investigations on a number of issues, where we can mention the incinerator affair, the sterilization affair and the "check up".

But one of the important investigations that, among others, CNA has brought to the readers is the spider scheme of hiring family members of prosecutors and judges in the Municipality of Tirana, who are in conflict of interest.

CNA started this investigation with one of the most important prosecutors, the former head of SPAK, Mr. Arben Kraja.

According to the data provided by CNA, the niece and nephew of Mr. Arben Kraja turned out to be employed or have worked in the Municipality of Tirana.

Entela Lleshi - Kruja and Edlir Kruja are the children of Arben Kraja's sister, Afërdita.

CNA, in the full investigation, provided data that Entela Lleshi-Kruja, the granddaughter of Mr. Arben Kraja, turned out to be an employee of the Municipality of Tirana as responsible in the public procurement sector, subordinate to the citizen Taulant Tushe. The latter reported and under investigation by SPAK, in several cases. Citizen Edlir Kruja, from the official data, turns out to have been a lawyer at the General Directorate of Roads and Public Lighting, an institution subordinate to the Municipality of Tirana.

But CNA did not stop the investigation there. He took the case further by asking prosecutor Arben Kraja about the conflict of interest he had with the Municipality of Tirana, as he was also investigating the Tirana incinerator affair and the fact that his family members were employed at the Municipality of Tirana created suspicions of a conflict of interest. that could also affect investigations.

Kraja accepted that Entela Lleshi - Kruja and Edlir Kruja are his niece and nephew, but did not accept the conflict of interest.

According to his answer to CNA, Kraja underlined that Entela Kruja, his niece, was employed in the Municipality of Tirana before he became the prosecutor of SPAK, or head of this institution, and to his knowledge Edliri had worked in the Municipality of Tirana some time ago, but had left.

Furthermore, Arben Kraja emphasized to CNA that he was not in a conflict of interest, because he had never had any file directly related to the investigations for the Municipality of Tirana.

He emphasizes that Entela Kruja is not part of the procedures related to the Tirana incinerator, he was for a while as an assistant in the investigation of this case and then due to the workload and certain problems, he resigned from this file.

Also, Mr. Arben Kraja emphasized that there was no conflict of interest, as he had not been part of any investigation or other files related to the Municipality of Tirana, including simply and only the organizational work as head of SPAK.

Prosecutor Arben Kraja denied having a conflict of interest because of his niece, who currently works in the Municipality of Tirana, or his nephew, who worked long ago.

Also exclusively for CNA, Kraja announced that he had resigned from the investigation into the Tirana incinerator file.

Asked by CNA, whether it was related to the investigation of the Tirana incinerator and a possible conflict of interest since his family members had worked, or worked in the Municipality of Tirana, Kraja stated that he is no longer part of the investigation of the incinerator file Tirana, he was an assistant prosecutor who participated for a short time, until the time of the seizure.

Due to the many files and the workload it had, Kraja had decided not to participate in the investigation of this file. According to him, he had never conducted investigations or had in hand issues related to the Municipality of Tirana.

In fact, Arben Kraja confirmed for CNA that it is not part of the file that is already investigating the Tirana incinerator, since according to him, he has resigned./ CNA
