Journalist Klodian Tomorri has stated that Tirana's incinerator is not a 128 million euro affair, as rumored, but a 1 billion euro affair.
Through a post on social networks, Tomorri stated that the figure of 128 million euros is only the investment that the private company should have made.
Among other things, in his post, the journalist listed the reasons why "Tirana's incinerator is a 1 billion euro business".
"Don't insult the incinerator with 128 million euros
Some colleagues in the media, but also politicians often refer to the Tirana incinerator concession as a 128 million euro affair. This is wrong and should be clarified once and for all.
The figure of 128 million euros is the estimated cost of the concession company for the construction of the incinerator. So it was the investment that should be carried out by the private company. But this figure is not the essence of the concession. The incinerator of Tirana is a 1 billion euro business and the calculations for this are very simple.
1- The Municipality of Tirana today pays 10 million euros per year for waste disposal in Sharre. The term of the concession was expected to be 30 years. If the population of Tirana does not grow at all and the amount of garbage generated by the city remains what it is now, 300 million euros are only the payments of the Municipality of Tirana.
2-District and Durres
The contract is for the entire region of Tirana. And the district is not only the Municipality of Tirana. Apart from it, there are also the Municipality of Vora and Kavaja. Beyond these municipalities, after the concession was granted, the district of Durres was added to it. All this is an additional 5 million euros per year. For 30 years, they make another 150 million euros.
3-Soils and inerts
This is the biggest source of income for the Tirana incinerator concession. This was also added ex post, as it was not in the initial contract. View only one account. In 2021, the company Integrated Energy BV raised 25 million euros. Of these 10 million euros come from municipal payments, another 15 million euros were from the builders' land and inerts. Remember the police caps that stayed all night in the builders' pits. So, for 30 years, soils and inerts cost another 450 million euros.
The result, 300 million euros from the Municipality of Tirana plus 150 million euros from other municipalities in the district and Durres plus 450 million euros from the lands. In total, they make 900 million euros.
These other incomes, from the sale of scrap metal, from the sale of paper, etc., etc., put as much as you want. But in the final you will have this result. 1 billion euros. That is the concession of the Tirana incinerator.
And this is a conservative estimate, which is based on the assumption that the incinerator is not built at all. Because if it were to be built, the income flows from the sale of the energy it would produce must also be calculated. But this is in the pocket. So don't offend him when you tell him about the 128 million euro affair." - writes Tomorri./ CNA
