The DP member of the Tirana Municipal Council, Ilda Zhulali, reacted today regarding what she describes as the next scandal in the institution that runs the capital.

As Zhulali points out in a post on social media, for months, soil from construction excavations in Tirana has not been allowed to be deposited in the Sharra landfill.

According to the democrat, this new source of pollution has caused soil from construction works to be spread throughout the capital every day.

Further, Zhulali emphasizes that in this situation, measures must be taken, including the urgent sending of an official letter from the Municipality to the Prime Minister's Office regarding the Sharra landfill crisis.

Zhulali concludes by stating that Tirana cannot remain hostage to its arrested mayor, Erion Veliaj.

"Today I discovered a scandal that the Municipality of Tirana has been knowingly hiding for months.

The Sequestered and Forfeited Assets Administration Agency, which manages that landfill, has blocked the disposal of the soil.

The municipality has known about it for months, but has not sent any official letter to the Prime Minister's Office, because it is afraid that it will burden Erion Veliaj's position.

And while the Municipality is paralyzed, construction companies dump soil across Tirana illegally every day.

This scandal came to light today, along with many others, at the public hearing where I participated for more than 4 hours with EcoTirana and the Municipality's departments responsible for cleaning up Tirana.

Because in addition to the soil crisis, what emerged for EcoTirana was equally serious.

There is a blatant contradiction that every resident lives every day, but which officially does not exist.

EcoTirana's invoices show a cleaned up Tirana. The figures are in order and the obligations, according to the documents, are being fulfilled.

But every resident who goes out on the street sees something completely different. Trash cans that have been overflowing for days, dirty streets, garbage on the streets, neighborhoods, everywhere. So who is lying, the billing or our eyes?

And it was here that the Italian administrator of EcoTirana said something that needed to be listened to carefully, “With this pace of urban development and this pace of cleaning, Tirana will be even more polluted.”

In other words, the company's administrator himself admitted that the current system is not working. And yet, the EcoTirana contract remains secret. No municipal councilor has a clear picture of the contractual obligations, what the company should do, what it has done and what it has not done.

But we do know one thing, and it comes from the very statement of the directorate responsible for monitoring: During 2025, EcoTirana was fined 60 million lekë (new) for non-fulfillment of obligations.

But this fine also raises other questions: If the Municipality knows that EcoTirana is not fulfilling its obligations, why does it continue to increase its funds? Why does no one have an answer and a plan on how to make Tirana cleaner?

In conclusion, I expressed, among other things, the position that no new funds should be allocated to EcoTirana without making the public contract transparent, without an independent audit, and without clarifying the shareholder issue.

Measures should be taken, including urgently sending an official letter from the Municipality to the Prime Minister's Office regarding the Sharra landfill crisis, and terminating the contract with the phantom incinerator company that is leading the city to collapse, while continuing to devour millions of euros now exclusively from the Tirana municipality budget.

Investigation into the reasons why these problems were consciously hidden for months by Anuela Ristani. Tirana cannot remain hostage to either Veliaj's imprisonment or Ristani's screaming incompetence! ", - Zhulali expresses. /CNA
