"Like nowhere else in Europe", Xhaferri: In Albania, the majority

Democratic Party MP Besart Xhaferri expressed in a reaction on social networks that while democratic societies discuss strengthening parliamentary oversight mechanisms over the government, the opposite is happening in our country.

He writes that in Tirana, the majority in the Assembly votes against the opposition's demands for investigative committees. The MP emphasizes that parliamentary oversight is a fundamental pillar of democratic governance, ensuring the accountability of governments to citizens.

Xhaferri writes that he also highlighted these facts during his speech at the Southeast Europe Parliamentary Oversight Conference, which took place in Warsaw on November 3 and 4, under the auspices of the OSCE-ODIHR, where he was present along with several other members of the Assembly.

In democratic societies, they discuss strengthening the parliamentary oversight mechanisms over the government, in Tirana the majority in Parliament rejects the DP's demands for investigative committees!

Parliamentary oversight is a fundamental pillar of democratic governance, ensuring the accountability of governments to citizens.

This was the topic of a study conducted by the OSCE/ODIHR, which was based on the principles, mechanisms and good practices of oversight, as well as insights from the Legislative Support Unit on post-approval review tools.

This study was presented during the proceedings of the South-Eastern Europe Parliamentary Oversight Conference, which took place in Warsaw, Poland, on November 3 and 4, under the auspices of the OSCE-ODIHR.

It was a pleasure to be invited as a representative of the DP Parliamentary Group and at the same time the Committee on Economy, Finance and Employment, together with other fellow MPs and representatives of the Assembly.

In one of the sessions, it was exposed how committee structures can give parliaments a sustainable capacity to hold governments accountable, drawing on the experience of the Constitution Committee of the Swedish Parliament.

Faced with this reality, Albania is regressing, as in this country the opposition, like nowhere else in Europe, is deprived of investigative commissions.

I also highlighted this fact during my speech at this conference, where I emphasized that the opposition's demands for investigative committees regarding the executive's mega-affairs are defeated by the power of the majority cards in Parliament.

While in Albania the budget is approved in sessions lasting only 4 minutes, in democratic societies fiscal oversight practices are promoted, which puts parliaments under constant pressure to ensure transparency and accountability in public debt, budget and spending. /CNA
