The Democratic Party has sent an official letter to the Minister of Justice, Mr. Ulsi Manja and Interior, Mr. Bledi Çuçi, for starting the investigation into the violations committed by the mayor of Vau deja, Mark Babani and the administrator of the Bushat Intermunicipal, Agron Ceka.

The request comes after a denunciation made by DP for a theft in the amount of 685 million ALL.

According to the documents, which the PD published on June 17, 2022, the private concessionaire that administers the Bushati landfill, addressed the Court of Shkodra, with a request for the issuance of an execution order for 12 invoices from the period August 2017-August 2018, with a value of 500 million and legal interest 185 million ALL.

The judge, without verifying the authenticity of the invoices and the real existence of obligations, in flagrant violation of the law, on September 13, 2022, accepted the request, recognizing the obligation of the concessionaire company in the amount of 685 million ALL.

The Democratic Party of Albania, through the General Secretary, Mr. Flamur Noka, addressed an official request to the Minister of Justice, Mr. Ulsi Manja and Interior, Mr. Bledi Çuçi, for starting the investigation into the violations committed by the mayor of Vau deja, Mark Babani and the administrator of the Bushat Intermunicipal, Agron Ceka.

The request comes after a denunciation made by this forum, by the Secretary of Legal and Electoral Affairs, Mr. Ivi Kaso, widely documented, for a theft in the amount of 685 million lek.

According to the documents that we have and have made available to the media and the ministers, on June 17, 2022, the private concessionaire that administers the Bushati landfill addressed the Court of Shkodra, with a request to issue an execution order for 12 invoices of the period August 2017–August 2018, with an obligation value of 500 million and legal interest of 185 million ALL.

The judge, without verifying the authenticity of the invoices and the real existence of obligations, in flagrant violation of the law, on September 13, 2022, accepted the request, recognizing the obligation of the concessionaire company in the amount of 685 million ALL.

After clarifying the decision, the concessionaire company has implemented the court decision, through the executive office, notifying the Intermunicipal Company Bushat sh.a., a company 100% owned by the Municipality of Vau Deja, for the obligation in the amount of 685 million ALL. The first action that the administrator, Agron Ceka, should have performed is the verification of the existence of the obligation that was reflected in the court decision.

As results from the bank accounts of Intercommunalja Bushat sh.a., all 12 invoices have been fully paid.

Under these conditions, the normal action that the Ceka administrator should have taken is to turn to the court, requesting the absolute invalidity of the execution order, since the obligation of 685 million ALL did not exist. However, on March 21, 2023, the administrator Ceka concluded an agreement with the mayor of Vau Deja, Mark Babani (Exhibit No. 3 - Agreement) through which the latter undertakes to exceed ALL 100 million for the repayment of debts to the company concessionary. Even the mayor has acted in flagrant violation of the law, as article 54, letter "dh", of law no. 139/2015 "On local self-government", obliges the mayor to obtain the approval of the Municipal Council for any change in the budget

Not only did he not receive the approval of the municipal council, but without performing any kind of verification for the existence of the obligation, Mark Babani spent 100 million ALL from the money of the taxpayers of Vau Deja, for an obligation that did not exist.

It's all nothing but an illegal scheme with the aim of stealing 685 million lek from the citizens of Vaut Deja.

The Democratic Party asks the Ministry of Justice and the Interior, in the capacity of the bodies charged by the Constitution and the law, to investigate illegal activities, with serious economic consequences for the citizens, to immediately start the investigation of the violations committed by the administrator of the Intermunicipal Bushat sh.a., citizen Agron Ceka and the mayor of Vau Deja, citizen Mark Babani./ CNA.al
