Albania's accession process/ Integration expert: Technical capacities on

Integration expert, Gledis Gjipali, commented today on the continuation of Albania's integration processes in the EU, as EU chief, Von Der Leyen, visited Tirana this Monday.

In an interview on 'Syri Tv', Gjipali said that no matter how the process goes, it will affect all Albanian citizens.

Gjipali emphasized that in this regard, technical capacities in some specific issues are an existing problem.

"The introduction of European standards means increased costs and increased implementation of legislation, two elements that are difficult for Albania. Implementation due to the weak culture of law enforcement and increased standards due to cost."

If we have a rapid process, it means that this growth will be immediate and this has consequences, of course for Albanian citizens.

The EU has instruments to mitigate this difference, to have a process that is as smooth and acceptable as possible, so that there are no immediate costs.

But here it is required that the administration that is leading the negotiations must be very conscious and responsible for the issues it discusses.

There is more experience in political criteria, because they have been discussed over the years, although political will is something else. But in specific issues, the environment, agriculture, rural development, we also have problems with technical capacities. And at the moment when it will be required to negotiate, it will have to rely strongly on arguments, statistics, development plans", - said Gjipali./CNA
