"The law violates local autonomy"/ Bylykbashi: Fines of up to 40

Democratic Party MP Oerd Bylykbashi stated in the Laws Committee that the new draft law on waste aims to centralize waste management and will lead to increased costs.

Bylykbashi said that the municipalities are being stripped of their powers and the concession is going to AKEM, which will bankrupt recycling businesses.

The Democratic MP stated that the law is causing stagnation and that the mafia and corruption are benefiting from the stagnation.

 

"The law creates a situation of stagnation and if there is one thing that benefits from the stagnation in the waste sector, it is the mafia, the most specialized ones, who have shown signs of being involved in Albania as well.

The law hides clearly corrupt interests.

Through the law, the sector is getting ready to be concessioned, because you have turned AKEM from a joint-stock company into a commercial one and you will have the 'Ndrangheta as a partner.

With this law, you are trying to legalize what has been done badly up until now, so the great incinerator scandal is a huge wound that is costing Albanians hundreds of millions of euros that are stolen daily with incinerators that do not exist.

The law will bankrupt businesses that have invested money in the recycling sector, and ordinary citizens will face increased costs.

The final management of waste is being centralized, from a public company that is not so public, the state should make the concession at a low cost.

With what you predict, Albanian citizens will have their fees increased, which will be billed for cleaning and evading waste that is billed by municipalities because mayors do not do any major politics, but provide services to citizens and as a political offer they have the cleaning of the city with the best offer, at the lowest cost.

With the new draft law, mayors can no longer say this because it is beyond their control.

The government has decided that in addition to what the municipality will now receive for only a part of the service, the collection and transportation of waste will be set by another entity, a commercial company, to which the municipalities will also report. The municipalities will not be able to say, "Yes, I control this price."

When the municipality goes to sign the contract with AKEM, it will have nothing in hand. 

The removal of the powers of municipalities is unconstitutional. One of the things that will be removed from the law on local government is the loophole that prevents them from adopting this law. The law treats citizens and legal entities in the same repressive way. This law will be used either as pressure or as an offer in the upcoming elections.

Fines of 3 million new lek up to 4 million new lek are foreseen," Bylykbashi declared./ CNA
