DP-ASHM request to the CEC to launch an administrative investigation

The political entity Coalition Democratic Party – Alliance for a Greater Albania (DP-ASHM) has addressed a request to the Central Election Commission. Through this request, DP-ASHM asks the CEC to launch an administrative investigation, claiming that over 130 thousand ballots are missing for voters within the country.

Dear Mr. Commissioner,

The Democratic Party - Alliance for a Greater Albania (DP-ASHM) expresses its deep concern regarding the information and official data that were forwarded to us by the CEC yesterday, as a result of our repeated requests during the PD-ASHM's appeal process at the KAS.

Our concern is related to the fact that, for the elections of May 11, 2025, more than 130 thousand ballots are missing for voters within the country.

On 04.04.2025, with your decision no. 407, “On the approval of the quantity of ballot papers to be produced for each voting center for voters within the territory of the Republic of Albania, for the Assembly elections of May 11, 2025”, on page no. 138 of the material it is clearly specified that at the national level the following were approved:

5.225 Voting Center (VC)

3,467,962 voters

66,830 reserve ballots (representing 2% reserve)

and in total: 3,534,792 Ballot Papers (FV)

But, according to official data from the institution you head, it turns out:

3,534,792 ballots produced

1,463,204 ballots found in ballot boxes

1,935,834 ballots declared unused

5,000 ballots declared damaged

So, the difference clearly shows that exactly 130,754 unused ballots are missing!

In light of the above, we request:

The initiation of an urgent administrative investigation by the CEC and the verification of the contents of the ballots in all ballot boxes nationwide (5,225 VCs), in accordance with Article 160 et seq. of the Electoral Code.

Detailed clarifications on this factual situation, to clearly indicate the location and handling of over 130,000 ballots, as the total number of ballots produced does not match the sum of those used + unused + damaged.
