The UN Security Council meeting, chaired by Russian Foreign Minister Sergey Lavrov, was marred on Monday by divisions and exchanges of accusations over Moscow's attack on Ukraine.
Russia holds the rotating presidency of the 15-member council this month. Before entering the meeting to discuss Moscow's chosen theme of "effective multilateralism through the protection of the principles of the UN Charter", Western countries denounced the Kremlin's war on Ukraine and its hypocrisy in choosing the theme of the meeting.
"By organizing this debate, Russia is trying to portray itself as a defender of the UN Charter and multilateralism," said European Union Ambassador Olaf Skoog, surrounded by envoys from the 27 EU countries. "Nothing could be further from the truth. It's cynical. We all know that while Russia is destroying, we are building. While they violate it, we protect it. The UN Charter, the UN General Assembly, the ICJ [International Court of Justice], the ICC [International Criminal Court] – everywhere you look, Russia is in violation,” he added.
The US ambassador to the UN, Linda Thomas-Greenfield, flanked by counterparts from Canada and Ireland, told reporters that Russia has repeatedly violated universal human rights and fundamental freedoms, at home and abroad.
She was accompanied by the sister of American Paul Whelan, who was arrested on espionage charges during a visit to Moscow. He has been in custody in Russia since December 2018.
"Paul Whelan has committed no crime, but a crime has been committed against him," his sister Elizabeth Whelan told reporters.
She said her brother is a "victim used" by Russia as part of its strategy to detain American citizens and get something out of Washington in exchange for their release.
"This is not the work of a prudent and responsible country, but the action of a terrorist state," said Elizabeth Whelan. "Paul was the first in a wave of illegal arrests by Russia. First, my brother Paul Whelan, then Trevor Reed, both tourists, basketball player Brittney Griner, and now journalist Evan Gershkovich," she said.
Trevor Reed was released in April 2022 and Brittney Griner in December. Both were part of prisoner exchanges between Moscow and Washington. Gershkovich was in Russia as the Moscow correspondent for the US Wall Street Journal when he was arrested on March 29 during a business trip and charged with espionage.
Inside the Security Council chamber, the Russian foreign minister complained that Russian journalists who had applied to cover his trip to New York received their US visas after his plane took off, and he directly appealed to journalists to cover him. the meeting.
"So, I request, I insist, that you compensate for the lack of Russian journalists", said Mr. Lavrov. "Try to make your reporting objective so that the international community has an objective, true and multilateral insight into your assessments and the facts provided."
Mr. Lavrov sat next to Secretary-General Antonio Guterres as the UN chief condemned the Kremlin's war in Ukraine.
The UN said in a statement about the meeting that the Secretary-General gave Mr. Lavrov a letter to President Vladimir Putin on "expanding and improving" the grain export agreement. The UN said the proposal takes into account the positions expressed by the parties and the risks posed by global food insecurity, as well as a "detailed report" on the progress already made in addressing Moscow's concerns about its food shipments and garbage.
A similar letter will be sent to Ukrainian and Turkish officials. Turkey is one of the signatories of the grain agreement and ships traveling from Ukraine pass through the Bosphorus and are inspected by a joint team in Istanbul./ Voa
