The former chairperson of the Central Election Commission in Kosovo, Valdete Daka, says for Radio Free Europe that, despite the small number of voters in the north of Kosovo, the mayors of the municipalities there will be elected, if the process is regular.

"There will be no repeat [of the elections], unless the process is damaged, then yes. But, in regular circumstances, in circumstances when citizens go out and vote and perform their duty, the polling stations are closed, the votes are counted... There will be no repetition", says Daka.

Radio Free Europe correspondents in the field report on a small number of voters in the northern municipalities with a Serbian majority - North Mitrovica, Zveçan, Zubin Potok and Leposaviq - where early local elections are taking place.

The largest party of Kosovo Serbs, Lista Serbe, which itself does not participate in the elections, has called for a boycott of the process. In this position, she also had the support of official Belgrade.

"With this non-appearance in the elections, the Serbs are conveying a message to the Government of Kosovo, that they will not accept the presidents who emerge from these elections", says Daka.

According to her, the elections have been organized and are being held according to all legal rules.

The Chairman of the CEC, Kreshnik Radoniqi, earlier invited the citizens to exercise the right to vote and in this way choose, as he said, their representatives and build democratic legal institutions.

In the north, there are about 45,000 citizens with the right to vote to elect new mayors in North Mitrovica, Leposaviq, Zveçan and Zubin Potok, together with the municipal assemblies in Zveçan and Leposaviq.

All these municipalities maintain close ties with Belgrade, which continues to oppose Kosovo's independence and institutions./ Rel
