Lavrov: Moscow sees no signs of guarantees for a wheat deal

Russia sees no sign that it will get the guarantees it has sought to resume implementation of a deal that allows Ukraine, one of the world's top wheat exporters, to ship wheat through the Black Sea, Russia's foreign minister said on Thursday. Sergey Lavrov.

Russia pulled out of the one-year deal in July, complaining that Western sanctions were hampering its exports of wheat and chemical fertilizers, in defiance of a memorandum signed in parallel on the deal on grain exports through the Black Sea.

Mr Lavrov said after a meeting with the foreign minister of Turkey, which brokered the deal along with the United Nations, that Russia was ready to return to the deal "as soon as tomorrow" if its demands were met, but that there was no sign that for this to happen.

"Russia has demands for uninterrupted export of its grain and chemical fertilizers. We confirmed the importance of meeting these demands in our meeting," Turkish Foreign Minister Hakan Fidan said.

He added that, with the help and contribution of Turkey, the United Nations has prepared a new package of proposals. "We believe this provides an appropriate basis for reviving the agreement," he said.

But Mr. Lavrov said that "there is still not a single guarantee on this issue. There are only promises. At the moment when the promises turn into guarantees, with concrete results that can be realized as early as tomorrow, then from tomorrow the implementation of this would resume in its entirety agreement."

He said the West is blocking the way to a solution.

"The UN members themselves cannot do anything, they are obliged to ask the West to be reasonable, to follow a constructive approach; the West does not want to do this," he said./ VOA
