Parliament approves a series of international agreements worth millions of euros

Kosovo lawmakers ratified a series of international agreements on Thursday, worth millions of euros.

Their ratification comes after delays caused by the suspension of the Assembly's work during March, as a result of a decision by the Constitutional Court, regarding a decree by President Vjosa Osmani to dissolve the tenth legislature, which was overturned and lawmakers resumed work.

Important international agreements can only be approved with the votes of 2/3 of the deputies of the 120-seat Assembly.

Thursday's agreements were approved with the votes of the Vetëvendosje Movement, the Democratic League of Kosovo, the Alliance for the Future of Kosovo and some of the minorities, while the deputies of the Democratic Party of Kosovo left the hall beforehand, as a sign of dissatisfaction with the failure to include a resolution as the first item on the agenda.

Among the agreements signed on Thursday is the one for the loan between Kosovo and the European Investment Bank for the "Solar Photovoltaic Energy" project at the Kosovo Energy Corporation (KEK), worth 33 million euros.

The value of four of these agreements, including the one with the European Investment Bank, amounts to 121 million euros.

The European Investment Bank told Radio Free Europe in March that ratification of the agreement "was necessary for the provision of the proposed financing."

“Ratification of the agreement would enable Kosovo to move forward with the construction of one of its largest solar photovoltaic power plants, with a capacity of up to 100 megawatts. The project is expected to strengthen the country's energy security by increasing the share of renewable energy produced domestically and reducing dependence on coal-based generation. It would also support Kosovo's broader green transition goals, as the plant is expected to generate around 169 gigawatts of electricity per year and would significantly reduce carbon dioxide emissions once operational,” the response said.

A spokesman for the European Bank for Reconstruction and Development (EBRD) told Radio Free Europe that any delay in ratifying the two loan agreements would "could lead to delays in contracting and implementing the works."

The agreements with the EBRD amount to 75 million euros.

Meanwhile, the Assembly failed to ratify four other international agreements after opposition MPs from the Democratic Party of Kosovo were not there, while LDK MPs did not accept that they be processed in an expedited manner as requested by MPs from the ruling party./REL
