The formation of the Association of Serb-majority municipalities, freedom, peace, security and a better perspective for young people... These are the expectations of several members of the Serb community in Kosovo, with whom Radio Free Europe spoke, on the eve of the early parliamentary elections on December 28.
Some of them, however, express distrust of politicians, who, as they say, always promise too much during pre-election campaigns. The elections are being held after Albin Kurti's Vetëvendosje Movement, which won the largest number of votes in the February 9 elections, failed to secure the support of other parliamentary parties to form a new government.
Kosovo also faced a deep institutional and political crisis for several months, due to the inability to constitute the Assembly, as a result of disagreements between Albanian parties.
Due to different interpretations of the law or the Rules of Procedure of the Assembly, parties, in some cases, also turned to the Constitutional Court of Kosovo - among other things, on the issue of electing the Deputy Speaker of the Assembly from among the Serb community.
The Constitutional Court ruled in favor of the Serbian List - the largest Serb party in Kosovo, which enjoys the support of Belgrade - assessing that the Assembly is not constituted without the election of the deputy speaker from among the Serb community.
However, the answer is still awaited as to whether the election of Nenad Raši? by the Party for Freedom, Justice and Survival was legitimate. In the February elections, the Serbian List won nine of the ten seats guaranteed for the Serb community in the Kosovo Assembly, while one mandate went to Raši?.
The Serbian political entities that will compete in the December 28 elections are: the Serbian List, the Party for Freedom, Justice and Survival, and the Kosovo Alliance - a party formed in June of this year with the support of the deputy in the Serbian Parliament, Zarko Ristic. Political analysts have previously estimated for Radio Free Europe that, in the absence of strong competition, the absolute victory of the Serbian List is almost certain.
Priorities: Security in the north, economic issues in the south
Slavica from North Mitrovica says her only wish is "to be safe in her own country."
"To have something of our own, to know that we are here, because then we don't know where we are," she says, adding that the interests and rights of the Serbian community in Kosovo can only be protected through the formation of the Association of Serb-majority Municipalities.
This association was agreed upon within the framework of the Kosovo-Serbia dialogue, with the aim of offering members of the Serbian community a certain level of self-management. However, the agreement for it has not yet been implemented in practice.
Jellena, në anën tjetër, nuk pret asgjë, sepse, siç thotë, është dëshmuar se “askush nuk kujdeset për popullin”.
“Çfarë të pres? Asgjë. Për ne nuk ka shpresë”, thotë kjo banore e Mitrovicës së Veriut.
Ajo shton se e ka humbur besimin, pasi edhe më herët, para zgjedhjeve, janë premtuar shumë gjëra, ndërsa në terren ka ndodhur e kundërta.
Si shembull, Jellena përmend mbylljen e institucioneve të Serbisë, heqjen e targave serbe të automjeteve nga përdorimi, si dhe heqjen e dinarit serb. Lista Serbe, për tre vjet, i ka bojkotuar institucionet dhe proceset zgjedhore të Kosovës, pasi, paraprakisht, ka iniciuar daljen e serbëve nga institucionet, për shkak të insistimit të Qeverisë së Kosovës për heqjen e targave serbe.
Krizat kanë pasuar njëra-tjetrën, ndërsa situata ka kulmuar me sulmin e armatosur të një grupi serbësh në Banjskë të Zveçanit, në shtator të vitit 2023. Një polic i Kosovës është vrarë në këtë sulm, kurse në përleshjen e armatosur që ka pasuar, janë vrarë edhe tre sulmues serbë.
Dragolubi, gjithashtu nga Mitrovica e Veriut, pret që pas zgjedhjeve të 28 dhjetorit të fillojë formimi i Asociacionit të komunave me shumicë serbe.
“Pres që të jetë më mirë për serbët, që të mund t’i realizojmë të drejtat tona”, thotë ai.
Nga ana tjetër, Snezhana nga Graçanica - komunë me shumicë serbe afër Prishtinës - thotë se ka liri të lëvizjes dhe bashkëjetesë me komunitetin shumicë shqiptar, por se mungon perspektiva për të rinjtë.
“Askush nuk të ngacmon, por nuk ka perspektivë. Nuk më pëlqen ajo që ndodh kur vjen koha e votimit - premtojnë gjithçka, e pastaj asgjë”, thotë ajo.
Për Raden nga Graçanica, çelësi i mbijetesës së komunitetit serb në Kosovë është punësimi i të rinjve.
“Unë jam pensionist, por pres që së pari të punësohen të rinjtë. Së dyti, paqe dhe stabilitet. Shpresoj që të jetë mirë”, shprehet ai.
Çfarë thonë politikanët?
Lista Serbe, në një tubim parazgjedhor në Mitrovicë të Veriut, tha se po hyn në garë për të dhjetë vendet e garantuara parlamentare dhe se “do të mbrojë - në çdo moment - interesat e popullit serb dhe të çdo individi”.
Zyrtari i Listës Serbe, Igor Simiç, tha se, pas zgjedhjeve, nuk do të zhduken menjëherë të gjitha problemet e komunitetit serb, por se dhjetë deputetët do të luftojnë për të drejtat e tyre.
Ndërkohë, Komisariati për Refugjatë dhe Migrim i Republikës së Serbisë u bëri thirrje personave të zhvendosur nga Kosova që të votojnë në zgjedhjet e Kosovës, të caktuara për 28 dhjetor, duke theksuar se çdo votë është e rëndësishme “për qëndrimin dhe mbijetesën e popullit serb”.
Shteti i Serbisë, i cili i jep mbështetje Listës Serbe, është angazhuar edhe më herët për të organizuar votimin e personave të zhvendosur nga Kosova, si në zgjedhjet parlamentare të shkurtit, ashtu edhe në zgjedhjet lokale të mbajtura në tetor dhe në nëntor.
Rashic's Party for Freedom, Justice and Survival - which has been part of the Kosovo Government, led by Albin Kurti - promises a better future through projects and assistance from Kosovo's institutions.
This party, at the end of last week, announced that the focus of the campaign will be the fight "for fundamental human rights, institutional protection of the Serbian people and freedom of choice without blackmail and pressure."
"We are committed to justice, dignified lives, economic development and equality for all citizens ," the statement said.
The Party for Freedom, Justice and Survival also expressed hope that citizens will find the strength to resist, as it said, the blackmail and deception of the Serbian List, emphasizing that there is a great need for change.
The Serbian List, on the other hand, has accused Raši? and his party of "misusing Kosovo institutions and buying votes", claiming that, along with the allocation of subsidies from the Ministry for Communities and Returns, election material is also being distributed.
Several Serbian political parties have previously accused the Serbian List of misusing Serbian state resources during election campaigns.
The leader of the Kosovo Alliance, Goran Marinkovic, said on December 22 that, currently, the main priority is ensuring peace in Kosovo, and then stabilizing the economy, so that citizens can have a secure existence.
The Kosovo Alliance also said that the biggest problem in northern Kosovo is security and that, for this reason, a large number of members of the Serbian community have been displaced. This party has previously stated that it has attempted to negotiate the creation of a broader coalition of Serbian opposition parties for the December 28 parliamentary elections, but that these efforts have ended without success.
In Sunday's elections, over two million Kosovo citizens will be able to exercise their right to vote. 24 political entities with a total of 1,180 candidates will participate in the elections. /REL
