"Check up" emptied the pockets of Albanians/ How much money he stole

"Check up", a concession that is being investigated by SPAK, much denounced by the media and politics, has robbed Albanians of money.

The Supreme State Control (SCSC) comes to this conclusion. In an audit published at the beginning of November 2023, it is shown how the "check up" company received money for incomplete services.

The Compulsory Health Care Insurance Fund (FSDKSH) has in 2018-2019 made payments for incomplete service for the "check up" as well as VAT on this service, bringing an additional cost to the budget.

For this time frame, the "check up" concessionaire, the company "3P Life Logistic" received 5,238 thousand ALL for 2,840 unfinished services, but the payments have not ended here.

"During 2019, FSDKSH made payments for the primary service for basic control (CHECK-UP), for the company "3P LL sh.pk", in the amount of 876.1 million ALL, accounted for in account 606/00214 for the months of November 2018 to October 2019 For 2019, the number of inspections carried out is 482,716 cases, or 7,716 cases more than the annual projection of 475,000 cases (January-December 2019), this year is the first year that the projection was met and exceeded. The fund has paid the number of cases according to the projection. Out of 475,000 cases according to the projection and payment this year, unfinished services were paid for 2,840 cases, in the amount of 5,238 thousand ALL.

Even for the year 2019, the monthly "check up" tax invoices, issued by the concessionaire, continue to be accepted and liquidated, in the total value of 876 million lek, which includes VAT at the rate of 20% (respective value of 146,015 thousand lek) on the value of the health service, while this service must be treated as a VAT-Exempt Supply, according to the legal definition in Article 51 point ce of Law No. 92/2014, dated 24.07.2014 "On Value Added Tax in RSH", i changed", says the report.

KLSH says that in this case the technical requirements for payments are not met and additional costs are created in the state budget.

In 2020, the "check up" company received ALL 3,923,039 for incomplete services.

"In total, 2,127 cases are identified in the form of financial support in the amount of 3,923,039 ALL, which were paid for incomplete service in terms of the value paid during the year 2020", the High State Control points out.

It was also established that for the year 2020, "check up" monthly tax invoices, issued by the concessionaire, were received and liquidated, in the total value of 322,322 thousand ALL (VAT value in the amount of 53,720 thousand ALL), which includes VAT on the amount of 20% on the value of the health service, while this service should be treated as a VAT-Exempt Supply", the audit states.

In fact, these are only some of the payments, as the KLSH records that the concessionaire has received money from the Albanians' taxes for several years in a row.

According to KLSH, in the years 2015, 2016, 2017, 2018 and 2019, the "check up" company received 930 million ALL for incomplete services.

"The payments received by the concessionaire, for the work performed for the years 2015, 2016, 2017, 2018 and 2019, is for the projection value in the amount of 4,234.4 million ALL and not for the actual service, in the amount of 3,304.4 million ALL, while the value of 930 million ALL lek, is the value financed for uncompleted cases (difference between the projection value for these years of 475 thousand per year, with the cases actually completed), of which the value of variable expenses is 202 million lek, while the value of liquidated VAT is in total until 2019 in the amount of ALL 706 million", the audit emphasizes.
