Academy of Science Elections/Fuga: Definitely ruined

Academician Artan Fuga raised concerns about the elections for the President and Vice President of the Academy of Sciences, in which according to him there were irregularities.

According to Fuga, the elections have been obstructed, doing their best not to do them according to the law and the statute of the Academy of Sciences.

The academician has called on the deputies, academics, public opinion and the media to react in relation to this case.

This is because Fuga claims that legitimate elections have finally been destroyed in the Academy of Sciences.

I inform you that the elections of the President and Vice President of the Academy of Sciences, i.e. of its main leaders, have been blocked, they have been prevented, doing their best to prevent them from being held according to the law and the statute of the Academy of Sciences.

If we were to make an analogy with the destruction, sabotage, prohibition of making elections according to the law when it comes to a state, in this case we would talk about an institutional coup.

The term of office of the vice president of the Academy of Sciences, after a four-year term as stipulated by the law, ended two months ago. And the mandate of the President of the Academy of Sciences, which ends in less than the next 100 hours, is not enough to make elections according to the law and the statute in the Academy of Sciences. Its statute, in its article 15, entitled "Election of the President", states that "The voting day is set 30 days before the end of the term of the previous President.". Therefore, it should have been set as early as June 19, 2023, as the deadline. After that date has passed, the legal elections for the president and vice president of ASH have been blown up.

All the more so that Article 17, entitled "Voting" clearly provides that "1. The meeting for the election of the new President is opened and led by the President of the Academy of Sciences...".
Which Speaker will open the meeting for voting, when the person currently holding the Speaker's seal will at that time be without any mandate?

In this way, not only the regular elections according to the law have been blown up, but they have also become impossible according to the law and the statute in force.
A number of principles and rights have been trampled. The new candidates have been forbidden to exercise the right given to them by the law to reveal their platforms and present them before the Assembly.
The presidency in violation of the law and the statute is preventing the Assembly from performing its duties. Beyond any legal norm, members of the presidency of the Academy of Sciences have not declared the end of their mandate.

All guesses can be made as to why this institutional "punch" is happening in the Academy of Sciences of the Republic of Albania, which is repeating the one in 2019. But, there is no room for guesses.

The Presidency of the Academy of Sciences and its President, on the one hand, have effectively blocked the legal election process in the Academy of Sciences, on the other hand, through deputies Petro Koçi and Ismet Beqiraj, they are exerting pressure and with legislative practices not according to the Regulation and laws in force, under pressure of time, putting under pressure the Education and Media Commission in the Parliament of Albania, as well as its President, to change at all costs, now, today or tomorrow, the law in force for the Academy of Sciences.

The legislative process is like an ambulance wandering around with an alarm horn to catch the last hours of a sick person, hours that have actually passed. The legislative process is like a crazy fire engine running red lights around the world wanting to seize the time to put out the flames that the law sets for anyone who wants to violate it.

The goal is to change the ways, ages, and criteria of candidacy for leaders in the Academy of Sciences. All the efforts of MPs Petro Koci and Ismet Beqiraj resulted in giving the current leaders of ASH, who have blocked the elections in the Academy, the opportunity to run again in violation of the laws in force.

The scandal that they seek to make special persons in the Assembly of Albania and in the Academy of Sciences is that precisely at the time when the new candidates should have entered the elections for the leadership of the Academy of Sciences in compliance with the law and its Statute, these persons intend to change the law just in time for the elections.

Unseen in history since barbarian times!
These monstrosities, this great scandal, these disloyalties to the law, the oath, the public opinion that are happening without ultimately lead to the destruction of the reputation of the legislature, scientific institutions and elected officials. For what small interests, hunger for power, ambition, dirty political alliances, the public and the deputies pay this heavy tribute!

Who are they afraid of that blow up the legal electoral process!
It is time and duty to stop this heinous act that is being carried out before our eyes! What is one particular man's theft or corruption before what is happening when an agency that was supposed to be the brightest in the country is being blown up; what is an ATM robbery, what is a beating with a rope or baseball bats before such monstrous rape of the law and legislative procedures, before the destruction of the rule of law and democracy in the country.

I am doing my duty by alerting everyone. I call on MPs, academics, public opinion, media to stand up against what is happening! I call upon the Speaker of the Assembly of Albania to become a barricade, as her duty and dignity require, in the face of this institutional drama, the extensions of which extend to the Assembly of Albania. I call on all the honest deputies in the Media and Education Committee of the Parliament of Albania to say "Stop!" to this game that is being played on their backs.

Everyone knows it, but few act as if they don't see what a serious drama is being played in the Palace of Law of the Albanians!
