The Special Structure has completed investigations into bribery with the tender of the Ministry of Health, where the officials were caught committing corruption.
The Special Prosecutor's Office against Corruption and Organized Crime has sent the case for trial.
The following were officially charged:
1. Joana Duro, accused of the criminal offense "Passive corruption of high state officials or local elected officials", provided for by Article 260 of the Criminal Code.
2. Laura Shteto, accused of the criminal offense "Active corruption of high state officials or local elected officials", in cooperation, provided by article 245 and 25 of the Criminal Code.
3. Vladimir Topi, accused of the criminal offense "Active corruption of high state officials or local elected officials", in cooperation, provided by article 245 and 25 of the Criminal Code.
4. Silvi Shehi, accused of the criminal offense "Active corruption of high state officials or local elected officials", in cooperation, provided by article 245 and 25 of the Criminal Code.
From the administered acts, it was found that the defendant Joana Duro, with the high state position, General Secretary of the Ministry of Health and Social Protection, has irregularly benefited from the monetary value of 330,000 (three hundred and thirty thousand) thousand ALL to favor the company "Dricons" sh.pk, which has won the first phase of the tender announced by the Ministry of Health and Social Protection for LOT 1, "Supervision for the reconstruction of some Health Centers in the Districts of Tirana and Durrës, with a limited fund of ALL 805,872" .
The investigation with special methods documented the fact of sending the amount of money of 330,000 (three hundred and thirty thousand) ALL from the defendant Laura Shteto to the defendant Joana Duro, the latter with the duties of General Secretary in the Ministry of Health and Social Protection. This amount of money was handed over to the defendant Joana Duro in her office at the Ministry of Health and Social Protection, where she was caught red-handed and this amount was seized.
The investigation has proven that this amount of money was given as an irregular benefit by the defendant Vladimir Topi, with the duties of administrator of the economic operator "Dricons" sh.pk, who illegally benefited from the tender held in the Ministry of Health and Social Protection.
Also, it turns out that the defendant Silvi Shehi, with the job of engineer at the economic operator "Dricons" sh.pk, after communicating with the administrator of this company, the defendant Vladimir Topi, received the amount of money of 330,000 (three hundred and thirty thousand) ALL from the defendant Vladimir Topi and sent it to the defendant Laura Shteto, who then sent it to the General Secretary of the Ministry of Health and Social Protection, Joana Duro, the latter caught red-handed with the amount of monetary value obtained in irregular way.
