On June 26, 2014, Zoto's ITS company prepares a technical-economic summary of the project for the construction of an energy plant in Elbasan.

On July 4, 2014, the Elbasan Municipality requested the Ministry of Environment with an urgent request to start a procedure and provide financial support for the Zoto project , which provided for the closure of the existing Elbasan landfill and the treatment of waste with an advanced technology.

On July 10, 2014, the company Albtek Energy of Stela Gugalles was established.

On August 11, Albtek submits the complete technical project of the incinerator with all its financial costs to the Elbasan Municipality.

On August 9, Alba Thoma, the legal director of the Ministry of Environment, brings to Alqi Bllakos the decision to declare an environmental emergency by the Elbasan Municipal Council. The text of the decision was drafted by Alba Thoma. The decision by the Council will be announced on August 18. (Alba Thoma is Zoto's puppet in the Ministry. On August 18, the Elbasan City Council declared an environmental emergency.

On August 24, Alqi Blako sent a letter to the Elbasan Municipality, the Ministry of Energy and the Ministry of Economy, requesting the appointment of members of the Commission for the Concession of the Elbasan incinerator.

On November 2, Etleva Kondi sends Klodian Zoto the concession agreement between the Ministry of Environment and the Albtek Energy company, even though the tender was to be opened a month later. So the winner was predetermined a month before the competition. The decision to negotiate directly without prior notice was taken on December 12, 2014. On November 11, 2014, a contract was signed between Albtek Energy and Energy Recuperator for the construction of the Elbasan Incinerator on a turnkey basis for the value of 13.5 million euros, even though the concession granting process was still at a very early stage. The contract was not realized because later Albtek subcontracted ITS.

On December 12, the Ministry of Environment sent an invitation to tender to Albtek Energy.

On December 16, Albtek submits the offer to the Ministry of Environment.

On December 16, the Bid Evaluation Committee meets and announces Albtek Energy as the winner.

On December 16, the Concession Contract was signed.

On December 17, the Ministry of the Environment delivers to the General Secretary of the Prime Minister, the draft decision for granting the approval for securing the necessary financing of the concession contract.

On December 17, the government's decision to grant approval for financing was approved.

Albtek received 26 million euros with VAT from the Ministry of Environment and Energy. Meanwhile, Zoto's ITS was contracted to perform all the works at a total price of 12.4 million euros. So half of the payments he received from the state.
