Climate and agriculture project again receives negative "grade", WB:

The implementation of a key project for climate resilience and agricultural development in Albania is progressing more slowly than initially planned, with limited financial and operational progress.

This is the project "For Climate Resilience and Agricultural Development" financed by the World Bank with a loan of 70 million USD and consisting of three components.

In the Bank’s latest assessment of this project, the performance has again remained “moderately unsatisfactory”. According to the implementation report, the project has entered a phase where results remain far from the main objectives. “After a promising start, implementation has experienced significant delays, with an estimated backlog of around 18 months and a low level of disbursement, currently at 8 percent.”

Progress towards development objectives, rated “moderately unsatisfactory”, reflects that key investment components have not advanced as planned. Infrastructure activities and interventions to increase agricultural sustainability have not yet entered a full implementation phase. The report highlights that the slow pace requires stronger institutional interventions.

“Maintaining and building on previous preparatory progress requires strong leadership commitment, timely decision-making, and better coordination among implementing institutions.”

The Bank underlines that the responsible authorities, including the Ministry of Agriculture and Rural Development, have prepared an action plan to accelerate implementation and return the project to the intended trajectory.

"Strict implementation of the action plan and high-level supervision will be crucial for improving performance and achieving objectives within the remaining project period," the WB document states.

The project in question was approved in March 2023. Its objective is to increase the competitiveness and climate change resilience of priority agri-food chains, by improving agricultural systems, access to markets and the ability to cope with climate shocks./ Monitor
