PD denounces the scandal/ Call for justice to investigate Elira Kokona

The Secretary for Anticorruption in the Democratic Party, Ledina Mandija, has called on justice to investigate the government scandal with Edlira Kokonen.

In her statement, Mandija shows how Edi Rama's advisor continued to be a lawyer in Strasbourg at the same time, defending the parties who had sued the government of Albania.

Mandija has asked the justice bodies to investigate the cases of conflict of interest by the highest level employee of the state administration.

" Elira Kokona, with the coming to power of Edi Rama, was designed to serve at the highest management level of the state administration, preferentially, being appointed Secretary General of the Ministry of Culture in September 2013, claiming that she was independent and would serve the highest public interest.

In fact, the General Secretary of the Ministry of Culture was more concerned about taking care of the interest of her clients.

Ms. Kokona did not even formally give up the exercise of the duty of a private lawyer and in no case did she notify the courts about her position at the highest levels of the Albanian state administration.

In more than 15 cases, she has represented her clients in the European Court of Human Rights or Arbitration.

As a well versed in the law, she should have informed the foreign, domestic and any other international forum about her position, and that she would not be in the position of representative of private parties.

Meanwhile, it turns out that even in January 2014, the communication with Av. Elira Kokona.

In fact, in the future, this also results in further decisions of the European Court, such as in the case of Delijorgji k. Albania, Becaj k. Albania, Prima shpk k. Albania or in other matters communicated in relation to the owners' compensations for the property issue.

The Secretary General of the Ministry of Culture has taken care to receive a fair reward and full compensation of the value of the property in the context of the execution of property decisions for her family members and clients even after the famous property law 133/2015, where Ms. . Kokona has given her contribution.

Surprisingly, the family members and clients of Mrs. Kokona have been fully compensated according to the market price referring to the decisions of November 2015 and further, while the other owners, today must receive 10% of the value of the property in installments or in most cases are considered exhausted, as have an expectation of 30 years for the execution of those decisions. They are not even notified about this by the Government, so that they can address their right to the Court.

It seems that the representation of Mrs. Kokona has continued in other matters inside and outside the country, and while he notified the local and international institutions late, he left them in the safe hands of the partners and associates with whom he had worked, assuring them that he would contributed by serving in the highest structures of the Albanian state.

The duty of the General Secretary of the State was and is categorically incompatible with the exercise of other professions, while in the concrete case she was in certain cases the defender of private parties against the Government, of which she herself was a part.

Sot Kokona është negociuse dhe mbrojtëse e pozicionit të Qeverisë në kontratat me investitorë strategjikë, përfshirë këtu dhe Marinë Durrës, por si duket nesër do të jetë avokatja mbrojtëse e interesave të tyre.
