The Special Prosecutor's Office has conducted in-depth investigations for the directors of the Municipality of Tirana. In the investigation file provided by CNA, SPAK has provided documents and telephone conversations, where the implication of the directors of Erion Veliaj is clearly shown. 

The prosecutors seized the mobile phone of Nestor Muhametllari, the administrator of the company "5D construction", where, in addition to conversations with Mariglen Qato, he also spoke with the latter's brother, Alfred Qato. Conversations between them took place during 2020 and 2021. 

With the name "Meri", the investigation has shown that these people address Mariglen Qato, so this was a nickname so that they could not be understood during conversations.

So, in Nestor Muhametllari's phone, the person with the name "Mer Qato" was found registered in the phone section. 

Conversation dated 12.08.2020: 
Alfred:  Nestor, how are you?

Nestor:  Hello Freddy, how are you?

Alfred : Tomorrow, come from 10 o'clock so we can leave Banga. 

Alfred: Mary said.

Nestor: Ok.

Alfred: See you at Rruga e Elbasani.

Nestor: Ok.

Alfred : Nestor, how are you if you had made that request, in the morning for those... How many are left there?

Nestor:  Good Fred, how were you? No one makes them for us.

Alfred:  Why?

Nestor:  We will make a request during the week for a part.... Yes, they want a credible excuse. 

Alfred : Ok, tell me when you come, because I'm out of Tirana so I can tell Matt. 

Nestor:  I'll tell you... Let's make the request on Thursday for Friday. How will that chick tell us at the bank".

Alfred:  Okay... Just tell me to let Matt know."
