Sterilization concession/ 3 'bomb' documents that sink Ilir Beqjan

The three documents in the following days may lead to the raising of official accusations against the former Minister of Health, who 3 months ago appeared at SPAK and testified for almost 9 hours.

'Ora News' has provided documentation administered in the SPAK file, where clearly and visibly, Ilir Beqja has signed the three main documents of the 10-year sterilization concession, this business was given to the friend of Minister Beqja, the citizen Ilir Rrapaj.

Beqaj, is the main man and the 'pivot' of this corrupt affair that paved the way for allowing other concessionary procedures in Health, such as in the Hemodialysis service, the laboratory service and the analysis service of 'Che-Cap'.

The main person who cheated through fictitious invoices, Ilir Rrapaj from Vlonia, since yesterday has been arrested by SPAK together with the deputy minister, Klodian Rrjepaj and 6 other Health officials, who have served as members of the Bid Evaluation Committee .

The first document that implicates and makes Ilir Beqjan the main protagonist in the sterilization concession is precisely the document that the minister signed, for the opening of the 10-year concession procedure.

As the official, Beqja opened the procedure and at the same time, through an internal order, he formed the group of people headed by Klodian Rrjepaj, for the formation of the Bid Evaluation Commission.

The 10-year concession procedure worth 9.6 billion ALL was opened on February 13, 2015, with a decision of Minister Ilir Beqaj.

The scope of the public-private partnership contract was aimed at providing customized set of sterile surgical instruments, supply of disposable sterile medical material in surgical rooms, treatment of biohazardous waste and disinfection of surgical rooms and premises.

According to documents dated May 4, 2015, the Ministry of Health developed the procurement procedure for the concession and on May 26, the contracting authority published the ranking of economic operators.

According to this document here, the ranking of competing operators and their scoring was signed by the head of the Contracting Institution, the Minister of Health, Ilir Beqja.

The Bid Evaluation Commission, which was monitored by Beqja, announced the consortium consisting of Investital Llc, Servizi Italia Spa, U.Jet Srl and Tecnosanimed the first with 73.89 points and in second place the consortium consisting of 'Action Laundry,' SSI' , 'Mario Gugliemo' and 'Brema Ambiente' with 42.83 points.

On June 8, 2015, the operators' union led by the second-ranked company 'Action Laundry' submitted a complaint to the KPP contesting the ranking of the operators in the concession procedure as well as the qualification of the other consortium, represented by 'Servizi Italia Spa' .

On June 22, 2015, the KPP partially accepts the complaint of 'Action Laundry' and asks the Ministry of Health to re-evaluate the offers, as it notes that the collection of points in the first evaluation has mathematical errors.

After this binding decision, the point collection procedure was held on September 28, 2015, and on that very day the winner was announced, which was once again the union of operators 'Servizi Italia'. But surprisingly, this time this company received more points than in the first assessment.

From the 73.98 points it had in the first assessment, it was now assessed with 91.03 points. So with a difference of 22 more points.

On the other hand, the union of operators represented by 'Action Laundry' has received 45 points, from the 42.83 it received in the first revaluation.

After the announcement of the KPP decision on July 10, the companies Investital Llc, Servizi Italia Spa, U.Jet Srl and Tecnosanimed, have registered a new company to operate with the concession, called 'Sani Service' Sh.pk

Although with much less experience than the other Italian partners, Rrapaj's company, Investital Llc takes 40% of the shares of the new company SaniService Sh.pk, Servizi Italia Spa 30%, Tecnosanimed 15% and U.Jet Srl 15%.

Rrapaj's investment through 'Investital Llc' to control 40% of the company with the concession of 100 million dollars, was only 8 thousand euros.

After the winning announcement of the group of companies led by Ilir Rrapaj, and the establishment of the concession company 'Sani Service', it is again the Minister of Health, Ilir Beqja, who has signed the 10-year concession contract.

Ilir Beqja has signed on behalf of the Contractual Authority of the Ministry of Health. As for the concessionaire company, the administrator of 'Sani Service', Admir Daca, has signed.
