The owner of several media outlets, who calls himself the "Albanian Berlusconi", Irfan Hysenbelliu, has defended the thieves of the PPP. 

This attitude of Capt. Fanes is clearly seen in an article published in his media, "Panorama Online", where the article was published with the title "Cooperation with the IFC / Partnership for Progress, how did PPP affect the growth of laboratory services in Albania?" For years..." 

In this article dated August 29, it is emphasized that PPPs have improved laboratory services in 18 hospitals throughout Albania. The article emphasizes that there were timely and first-class services based on international standards, thus being far from the reality in which the country's hospitals are located. 

"Then came a game changer. A Public-Private Partnership (PPP) was formed, in which the Ministry of Health of Albania partnered with the IFC to bring in a private healthcare company to provide state-of-the-art laboratory equipment. This initiative involved 18 hospitals throughout Albania, including all five university hospitals and 13 regional hospitals," the article states, among other things. 

So, with this article, Capter Fania apparently seeks to "freshen up" the government, with the aim of showing a different reality. 

Shamelessly in his media, he writes articles bragging about PPPs, especially those in health, where we can mention the affair of "Sterilization" or "Check Up" worth millions of euros. 

We all know that PPP contracts are poorly drafted, without any kind of accurate study, with inflated costs that unfortunately keep on coming and increasing. Only for PPPs in health, millions of euros have been spent on unfinished services. Some of the contracts are also under investigation by SPAK. 

However, the "successful businessman" who owns some media, through the writings or chronicles he produces, protects his businesses, so that they do not have problems with the state, especially not paying taxes or developing fiscal evasion.

He is deeply in debt to the state and in loans and occasionally attacks the heads of institutions in order not to pay taxes, which are a legal obligation. 

There are dozens and dozens of lawsuits with the state for the taxes that it refuses to pay and from time to time being in difficulties, besides the attacks there are also moments when it "licks" the government as well.

With the latest attitude towards PPPs, he shows servility. Of course, there will be some interest or goal and you will have needed to publish such an article./CNA
