Concrete everywhere, but permits are decreasing/ What do INSTAT data show,

INSTAT, with data provided by municipalities, has published statistics on construction permits.

According to data in the second quarter of 2025, 352 construction permits for new buildings were approved, marking a decrease of 0.6%, compared to the same period in 2024, where 354 permits were approved.

The total area forecast for construction in this quarter is 278,389 m², marking a decrease of 67.0% compared to the second quarter of 2024 (844,137 m²).

The approximate value of approved projects (which includes both buildings and engineering works) reached 18.4 billion lek, marking a decrease of 45.5%, compared to the previous year (33.7 billion lek).

• Residential construction accounts for the majority of new permits, with 271 permits and a construction area of ??119,051 m².

• Non-residential buildings (such as hotels, commercial and industrial buildings) occupy the remaining part with 81 building permits and 159,338 m² of surface area.

• The Durrës region holds the main weight with 156 new building permits and a construction area of ??129,617 m².

• Significant increase in the value of construction projects was recorded in the regions of Durrës, Korçë and Shkodër

DCM No. 408, dated 13.5.2015 “On the approval of the territorial development regulation”, as amended, determines that the process of approving construction permits also includes other responsible institutions, in addition to municipalities.

Given that there is still no standardized and complete reporting from all these entities to INSTAT, the data published for the second quarter are based only on municipal sources.

For this reason, INSTAT says, the current publication cannot be fully compared with future periods, until all responsible institutions are included in a unified manner in the statistical reporting process./ CNA
