Exclusive documents /Lulzim Basha “donated” $ 1.7 million to his brother-in-law from public funds

The day before, CNA.al reported on a scandal over Lulzim Basha and the use of his public post for the private interests of his family. In the position of Mayor of Tirana, Basha has financed a private company, where was as a board member his brother-in-law, Erion Isufi.

CNA.al has uncovered the scheme. How occurred this scandal, what were the methods through which Basha financed his brother-in-law with public funds. According to the data of the National Business Center, during the years 2010-2013, which coincides with the time when Basha was mayor, Erion Isufi, was a member of the Supervisory Board in a private company.

He left this company on May 29, 2014. But beyond the deadlines, there are other facts that shed light on the Basha-Isufi scandal. The company where Erion Isufi was a member of the Supervisory Council, has received hundreds of millions of Lek, from Lulzim Basha through companies that are subordinated to the Municipality of Tirana.

Thus, on December 31, 2012, the Public Procurement Agency announced as the winner of the tender of 9.4 million new Lek with the object of purchasing materials for the maintenance of traffic lights in the city of Tirana, the company led by Isufi.

The same company has won the tender of the General Directorate no. 2 of Workers under the Municipality of Tirana, at a vale of 8 million new Lek for the purchase of materials for the lighting network.

Also on December 31, 2012, was announced the winning announcement of the same company with a value of 6.5 million new Lek for the purchase of benches and baskets for three gardens behind the Palace of Culture, Ali Demi, Don Bosko.

On June 4, 2012, was published the winner of the tender of Tirana Water Supply and Sewerage for the purchase of water meters worth 117 million Lek. It was again the company run by Lulzim Basha?s brother-in-law.

On October 22, 2012, the announcement of the winner of the tender of the General Directorate no.2 of Workers for the purchase of wells for roads and sidewalks in Tirana worth 119 million Lek. Again the offer of the company where Isufi was a member of the Supervisory Board was evaluated as the best.

The same happened with the tenders for the purchase of electrical materials for the lighting of Tirana with a value of 15 million new Lek, and the seventh tender with a value of 400 thousand new Lek. In total the amount that Isufi has benefited through 7 contracts reaches the value of 170 million new Lek or 1.7 million dollars.

So, billions of Lek have been given by Lulzim Basha, during the time he was mayor in Tirana, which were acquired ?accidentally? by a company which had as a member of the supervisory council his brother-in-law, Erion Isufi./CNA.al
