The State Supreme Audit Report that “arrests” SPAK

It is an unprecedented and unheard-of case in Albania. It is about the biggest corrupt affair of these 30 years, which goes to over 400 million euros, where the owners of this concession have been declared wanted by police. After almost 7 years, we have a reaction from SPAK, and law enforcement bodies in Albania, which are very suspicious even after the Justice Reform. So far, has been arrested only the former Minister of Environment, Lefter Koka. It was BIRN, CNA.al, the first media that have denounced this affair.

In fact, an amount of 178 million euros from the state budget for three concession contracts, 22 million euros in Elbasan, 28 million euros in Fier and 128 million euros in Tirana, cannot be abused by a single minister. It takes political will, as there are also government decisions taken internally in one day.

This includes the Prime Minister Edi Rama, who cannot remove his responsibility by saying that ?the responsibility is individual?. What is the Prime Minister for, when his ministers are caught stealing? Although Mr.Koka may have belonged to the SMI, what does it mean? That every SMI minister that enter the government, can steal and does whatever he wants?

Beyond these facts denounced by the media, the SPAK investigation, the arrest of a former minister, the justification of the Prime Minister and things like this, there is another detail. The latest report of the Supreme State Audit has humiliated SPAK.

This institution has unmasked all government thieves. In the Ministry of Environment and in other institutions. This report talks about ministries that once return negative answers, and then positive answers. Ministers who object, and then approve. Implementation units or Evaluation Commissions that don?t exist in reality.

According to the control of SSA, it turns out that there was neither a date nor a place for the announcement of the winner, and it is not known how the winner of the Tirana incinerator became aware of the opening of bids. No documents found. Others don?t figure in the system.

Both the Municipality of Tirana and the Rama government pay 10 million dollars a year for incineration of urban waste, although this process doesn?t happen. According to SSA in the Sharra landfill, only a few pits have been opened using the hills of the area, and millions of euros of profits are generated from them.

This includes the money given by the state, but also those received from private business, mainly income coming from the construction of high towers in Tirana.
