The incinerator of Tirana, one of the most accused concession contracts, which is paid by the Albanians?s taxes, has not been completed and built even after almost 5 years from the time the contract was signed.
CNA.al has published exclusive information regarding this concession worth 128 million euros, which in the years 2018-2020 was paid with more than 30 million dollars by the Albanian government and the municipality of Tirana. If we include the payments of 2021, then the amount goes over 40 million dollars or almost 4 .3 billion new Lek.
This only for urban waste, as it doesn?t include tens of millions of other euros, which the concession company benefits from relations with private business such as solid waste disposal. These amounts have been paid only for the incineration of waste of the Municipality of Tirana, as the other 3 municipalities have not signed the contract with this concessionaire.
CNA.al publishes a report provided by the Project Implementation Unit, which is the structure that closely follows the works, stating that every part of the project under construction is overdue. Even today, after almost 5 years, except for the perimeter fence of the incinerator, nothing else has been completed 100 percent.
Thus, Lot A, which has to do with the capsulation of the existing landfill, is two years late. Work on it was supposed to be completed in November 2021, but it has not been completed. Only 74 percent of the works have been completed so far. Referring to the period of commencement of works cited in the contract, this Lot had to be completed within the first year of work, ie within 2020.
So according to the government and concessionaire contract signed in 2017, this Lot is two years late.
Meanwhile, in relation to Lot B, solid waste from businesses produces a stream of money for the company. In this case, have been realized 100 percent of the work, and it has been completed according to the deadlines.
This happened to benefit tens of millions of euros from construction companies in Tirana that deposit soil in the holes that are opened for the construction of towers, and for their storage pay millions of euros to the concessionaire.
Works on Lot C have started, but it is not known when they will be completed. Even Lot D, which has to do with waste differentiation, is two years late, and only 60 percent of the works have been completed. Lot E, which has to do with the wastewater plant, is again two years late, and so far
only 50 percent of the works have been completed.
Lot F is also two years late, with only 15 percent of the works completed to date. Meanwhile, Lots G, H and I have not started yet, which have to do with the landfill for the disposal of inert waste, and the construction of the electrical substation./CNA.al
